10 The Results Pricing Summary:
Secondary pricing was requested and received from both qualifying bidders; ACT and College Board. ACT’s price proposal indicated a discount of $500,000/year per award, if they were awarded both College Entrance and Work Skills. Including this prospective discount, ACT’s price proposal for the requested timeframe was $32,610, College Board price proposal for the requested timeframe was $17,134,

11 The Results Award Recommendation for College Entrance:
The award of a State Contract will be made to the responsive and responsible Bidder who offers the best value to the State of Michigan. Best value will be determined by the Bidder meeting the minimum point threshold and offering the best combination of the factors stated in Technical Evaluation Criteria, identified in Section 9, (Evaluation Process) and price, as demonstrated by its proposal. The JEC has decided that the College Board offers the best value to the State of Michigan and recommends that College Board be awarded the contract for the College Entrance portion of the Administration, Scoring and Reporting of College Entrance and Work Skills. Cost Savings/Avoidance: Cost savings/avoidance for this Contract is expected to be: $15,476,

16 The Results The committee recommended that ACT be awarded the Work Skills contract at a cost of $12,200,330.00 Wonderlic’s pricing bid was not reviewed as they failed to meet the 80 point requirement receiving just 25 out of 100

18 Appeal ACT is appealing the decision to award the state contract to SAT… “Dunn says in the letter that ACT was given lower marks for having submitted a bid for an "augmented" version of a college entrance exam — one that included a separate writing exam. She said the state's request for proposals did not explicitly state it was only looking for a college entrance exam. Why does it matter? Dunn said the company's bid was higher than the SAT because it included the writing test.” By Lori Higgins, Detroit Free Press

19 College Board -SAT MDE is forming a team that will include local, regional, and community college members to assist in the transition to SAT MDE will be holding onsite meetings with College Board to discuss the transition for Michigan schools, educators, parents, and students. Beginning in Spring 2015, the College Board will provide all schools and students with free test prep materials and online practice tests.
