The Nazis had a system of House Leaders who would be in charge of 100 houses in their area and watched their neighbours intently. Anyone who stood up to the Nazis was placed in a concentration camp. The SA developed this system and in the years 1933 to 1939 most prisoners were Jews. The conditions in these camps was horrifying. All this had the effect that Germans lived in complete fear and as a result followed Nazi rules and were effectively controlled.
