Going Beyond Standard 8: Linking WCAG 2.1 with Accessibility and Usability Standard of the QM Rubric Antonia Jokelova, Ph. D. Justin Albohn, MSEd

2 Empire State College Over 30 locations throughout New York State
Individualized learning Mostly adult learners Master model Undergraduate / Graduate Around 600 online courses multiple sections a term Empire State college has over 30 locations across NYS.  We offer innovative, flexible and individualized face to face and online learning to mostly adult learners, though the age of our students is getting younger.  For our online courses we use a master course model.  This is a model where the same content is replicated into multiple, relatively consistent, sections term after term.  We use this on both Undergrad and Graduate level and have around 600 online "master courses" and over 2000 sections a term.

3 ESC Accessibility Practices
WCAG 2.1 Level AA Course Navigation Page Design and Layout Images, Documents and Webpages Captions and Transcripts Quality of Resources and Design VPAT for Course Technologies Aligned loosely with Standard 8. 8.1 – Course Navigation ease of use 8.2 – Course Design Readability - Page design includes: color contrast, formatting, look and feel 8.3 – Text images web pages accessible 8.4 – Alternative means multimedia 8.5 – Ease of use Technical Portion – Split between SME finding quality resources (sound, smooth playback, chunked content), and ID making sure resources can be accessed by all learning (tab through content, video window resized, images without scrolling) 8.6 – Vendor Accessibility Statements: VPAT for LMS and all additional required technology tools.

4 Accessibility Checklist
Needed a reporting tool Analyzed WCAG guidelines as they relate to ESC’s undergraduate course design model Complied checklist with practical examples and tools After each revision report completed and centrally stored We needed a reporting tool that aligned with accessibility standards and we analyzed the WCAG 2.0 (now 2.1) and choose the specific standards that aligned with our master model undergraduate course design. We compiled a checklist with not only the WCAG standards but practical examples and industry standard tools. This checklist was deployed and is now completed for every revision and is centrally stored. These reports, when available (not all courses have gone through a revision since implementation) are used to start the content evaluation each time a student with a disability enrolls in a course.
