1 Ballot Comment Resolution
VRDR FHIR IG Ballot Comment Resolution AbdulMalik Shakir 9/16/2019 ® Health Level Seven and HL7 are registered trademarks of Health Level Seven International, registered with the United States Patent and Trademark Office.

2 Block item 3: Partial and unknown dates
NCHS allows any part or all of the date to be unknown. Ex( or ). How will partial and unknown dates be expressed with the FHIR dateTime datatype? 127: InjuryIncident.effectiveDateTime 128: Decedent.birthdate 129a: DeathDate.effectiveDateTime 129b: DeathDate.valueDateTime 130: DatePronouncedDead.valueDateTime ® Health Level Seven and HL7 are registered trademarks of Health Level Seven International, registered with the United States Patent and Trademark Office.

3 Block item 3: Partial and unknown dates Proposed Resolution
The FHIR Datatime datatype is defined as "A date, date-time or partial date (e.g. just year or year + month) as used in human communication. The format is YYYY, YYYY-MM, YYYY-MM-DD or YYYY-MM-DDThh:mm:ss+zz:zz". Question Answered. Where an unknown datetime is allowed the observation value will be sliced to include the option of specifying an nullflavor of unknown. (129b) Persuasive. An unknown value is not allowed for DatePronouncedDead.valueDateTime (130) Persuasive with mod. An “effectiveDateCodedConcept” extension will be created to allow for an unknown value of InjuryIncident.effectiveDateTime, DeathDate.effectiveDateTime and Decedent.birthdate (127, 128, 129a) Persuasive ® Health Level Seven and HL7 are registered trademarks of Health Level Seven International, registered with the United States Patent and Trademark Office.

4 Block item 4: Injury place and injury location
The purpose of requiring "type" and "physicalType" codes for Injury Location is not clear and does not seem to add any additional useful information over address. (003, 048) The Injury Incident profile is not linked to the Transportation Role is there any sort of relationship between the two resources? (046) Why is the decedent transportation role not related to the VRDR Injury incident? (061) The Injury Incident profile includes both an extension for VRDR-Injury-Location and a component slice for Place of Injury. How are these two different? (047) Place of injury should be associated with value set PHVS_PlaceOfInjury_NCHS (165) ® Health Level Seven and HL7 are registered trademarks of Health Level Seven International, registered with the United States Patent and Trademark Office.

5 Block item 4: Injury place and injury location Proposed Resolutions
Remove “type” and “physicalType” from the Injury Location profile. (003, 048) Persuasive. Replace the Decedent Transportation Role profile with an equivalent slice of the Injury Incident observation.component. (046, 061) Persuasive with mod. “Decedent Transportation Role is only included when an Injury Incident resource is present in which the transportation event indicator is true" will be added to the description of Injury Incident. (046) Persuasive with mod. VRDR-Injury-Location implements item 42 on the death certificate - address where the injury occurred. Place of Injury implements item 40 on the death certificate - the general place (such as restaurant, vacant lot, or home) where the injury occurred. (047) Considered - Question Answered. Change the datatype of Place Of Injury value from string to coded concept and bind it to the PHVS_PlaceOfInjury_NCHS value set. (165) Persuasive with mod. ® Health Level Seven and HL7 are registered trademarks of Health Level Seven International, registered with the United States Patent and Trademark Office.
