Flat Rate Shipping is a free shipping method in WooCommerce that allows you define a standard rate per item, per shipping class or per order. Flat Rate Shipping works with Product Shipping Classes, adding more power and flexibility.
Shipping Classes are used to define a fixed rate for a group of products in the same class; example, say you offer 2 types of products with huge price range, product group A costs $1,000 - $5,000; Product group B cost $2 - $37, with shipping class, you can offer free shipping for Product group A and have a fix rate of $2.50 for Product group B : Off Couse no customer wants to pay a shipping fee way more that than the cost of the product, but if you sell multiple products with different price ranges and shipping options; this will be the best way to run things.

WooCommerce Table Rate Shipping Pro. The idea of Table Rates Shipping Pro’s flexibility can be taken from its vast functionality. The plugin can easily achieve some of the most difficult business scenarios. You can configure the shipping rates based on weight of the shipment. In some cases, every additional item needs to be charged with a fixed amount. For example, charging $5 for rice up to 2lbs. After that, an additional $1 is charged for items per lbs. Do not set payment methods to direct capture, capture payment manually if possible.
Hint: Manually verify transactions and look for patterns before capturing a payment. 2
Shipping and Billing Methods : Always look further into transactions with different billing and shipping address. Provide customer great customer service, lookout for invalid phone numbers from customers. 3
Choose a more secured Payment Gateway, Study your customers spending habit and Create a check list for all transactions as they come in.
