1 Institute of Energy and Sustainable Development Introduction Sustainability of QM practices in general and TQM in particular are facing problems. These problems can be viewed in the three dimensions of TBL: –Problems due to economic and social dimensions (for example inadequate TBL accounting in organisations is a economic problem; issues in culture and ethics points to social problems …even in Australia, New Zealand –Problems due to environmental dimension. The example for the case of Libya is described in the poster. It can be said that in QM / TQM today the economic and social dimensions are incomplete as SD is not applied in them. But the environmental dimension is almost absent in QM / TQM particularly for the case of higher education. This study focusses to apply SD principles to QM to meet these inadequacies. The resulting framework is SQM.

2 Institute of Energy and Sustainable Development Specific Objectives 1.Exploring a general framework that identifies drivers and barriers of SQM in higher education 2.Identification of Critical Success Factors (CSFs) for SQM 3.Identification of linking criteria between PDSA CSFs and the EFQM approaches 4.Develop tools and techniques for SQM evaluation using PDSA and EFQM models 5.Evaluation of weightings of CSFs for Libyan higher education system through case studies and empirical validation 6.Explore Libyan higher education stakeholders perception on the performance of PDSA and EFQM models.

3 Institute of Energy and Sustainable Development Methodology This part highlights the issues discussed in the introduction and PDSA and EFQM chosen for evaluation. Why PDSA and EFQM? Our review suggests that these two models can address sustainability issues effectively. Many past studies support this Kumar et al, Assare et al, Tari … The EFQM links are shown; The Deming PDSA and EFQM - RADAR follow almost similar structures. The highlight of EFQM is self – assessment – preferred in HEIs. The highlight of PDSA is its long standing success stories in QM. Model inputs Through TBL and Five capital we will prepare inputs on CSFs and QAPs for the first time and also for the successive steps of evaluation. At present we have some ideas on strong and weak sustainability. But it requires further exploration in the context of CSFs Implementation and validation of the models Further experimentation with different sets of CSFs chosen

4 Institute of Energy and Sustainable Development Conclusions 1.The importance of SQM in higher education is highlighted particularly for the case Libya. 2.Education quality vs environment is a potential area that is relevant to be introduced in higher education. 3.Content analysis of past works has shown that customer focus, continuous improvement, employee participation, leadership and process management are most studied CSFs. 4.The content analysis also reveals that the fewer studies on culture and ethics – important CSFs for SQM. 5.The PDSA and EFQM approaches show some lead towards evolution of SQM.
