8 Types people in Thailand
(by 13 digit ID numbers) Type 1 : Persons who were born with Thai nationality and whose births were registered within 15 days. Type 2 : Persons who were born with Thai nationality and whose births were not registered within 15 days (late registration). Type 3 : Thai nationals and aliens holding certificates of residence whose name and other details were entered in the house certificate before 31 May 1984.

20 Birth Registration 1. At Home
A child’s birth must be registered within 15 days of the date of birth. The house owner/or the father or the mother must present their ID cards and the house certificate when notifying the registrar in the registrar of the birth at  the district or local registration office.

21 Birth Registration 2. Not at home
A child’s birth must be registered within 15 days of the date of birth. In special cases a birth may be registered later but not exceeding 30 days within the date of birth. The father or the mother must present their ID cards and the house certificate when notifying the registrar of the birth at the district or local registration office.

23 Death Registration 1.At Home
When a person dies,the house owner or the person who has found the body is required to report the death to the district registration office or the local registration office within 24 hours.

24 Death Registration 2.Not at Home
When a person dies, the person has accompanied the deceased or who has found the body is required to report the death to the district registration office or the local registration office within 24 hours of the death or the discovery of the body.

39 1 If a child is born in Thailand
Responsible person for birth notification is a child’s biological father or mother or householder. If either parent is unable to report the birth in person, one of the parents can assign a relative or a neighbor who witnessed the birth of the child to notify accordingly.

40 Location for Notification (1)
When a child is born in a medical place located in a district area - such as in a hospital, a healthcare unit, or a clinic - the staff of such medical place will issue a Letter Certifying Birth (Form Tor.Ror.1/1 ) as evidence. Either parent of the child must present the Letter Certifying Birth (Tor.Ror.1/1) to the registrar in the district where such medical place is located in order to request for the issuance of the birth certificate and add the child’s name into household registration

41 Location for Notification (2)
If the child, however, is born at a healthcare unit located in a village, either one of the child parents, after receiving a Letter Certifying Birth (Form Tor.Ror.1/1), should notify the birth with a village headman who has authority in the area where such healthcare unit is located.

The village headman will issue a Notification of Birth Receipt (Form Tor.Ror.1 Front Page) as evidence. Form Tor.Ror.1/1 issued by the healthcare unit and Form Tor.Ror.1 Front Page issued by the village headman should be later presented to a registrar in order to request the issuance of the certification of birth or birth certificate and for adding the child’s name into household registration.

If an abandoned child is found, the person who found the child must admit the child to an authorized assistant district chief officer, a police officer, or a welfare officer working in the area for making a record of acceptance of the child. The person who found the child should not hold onto the child, because of the lack of information about the child, since it is uncertain whether the child had been kidnapped or abandoned.

Moreover, by leaving the child with the welfare office, the custody of the child’s birth will be documented by the welfare officer. It is the welfare officer’s duty to notify the district or local municipality registrar of the area.

A power of attorney granting other persons the power to perform birth notification. Such power of attorney must be signed by a principal, a representative, and a witness (In the event that either parent grants a power of attorney to another person to perform the birth notification)

47 Reporting Time Frame (1)
If the child is born in a medical place or the child is born in a place which has a household address, either parent must notify the birth within 15 days from the day of birth. In the event the child is born outside a place which has a household address and there is an unavoidable circumstance making it impossible to make such notification within 15 days, either parent can make a notification of birth more than 15 days passed the day of birth but not more than 30 days passed.

Any other late notifications can be made, but the notifying person must pay the fine not exceeding 1,000 Baht for late notification which is an offence under the law on civil registration

2 Children born outside Thailand Responsible person for birth notification is a child’s biological father or mother. If either parent is unable to report the birth in person, one of the parents can assign a relative or a neighbor who witnessed the birth of the child to notify accordingly.

50 Place for Notifying Birth (1)
If a child is born in an area in which the Royal Thai Embassy or the Consulate is situated, either parent or the assigned person can notify the birth with an authorized official, who is a registrar for overseas registration of the Royal Thai Embassy or the Consulate. When the diplomatic/consular official has been notified of birth, he will issue a certification of birth or a birth certificate as evidence.

When the child returns to Thailand, either parent should bring the birth certificate issued by the diplomatic/consular official to add the child’s name into the household registration with the district or local registrar in the area where such parent has the name in a household registration or has a domicile. For a Thai national who is residing illegally in a foreign country, such person can also notify the birth of his/her child with the Royal Thai Embassy or the Consulate.

52 Place for Notifying Birth (2)
If a child is born in an area where the Thai Embassy or Consulate is not situated, the notification of birth according to the law of the respective country by the parents is suffice without having to notify the birth with an officer of the Royal Thai Embassy or the Consulate of that country.

When the child returns to Thailand, a parent should translate the birth evidence issued in accordance of the law of the birthplace country of a child into Thai. The translated document should be then submitted to the Nationality and Legalization Division, Department of Consular Affairs, Ministry of Foreign Affairs for certifying correct translation.

Subsequently, the certified correct translation should be submitted to the district or local registrar in the area where such parent has the name in a household registration or has a domicile in order to add the child’s name into the household registration

55 Reporting Time Frame (1)
The law doesn’t impose the time frame for the notification of birth of a child born overseas. As such, either parent can notify the birth of the child within any appropriate time without any penalty.

57 1 If the death occurs in Thailand
Notification of Death 1 If the death occurs in Thailand A responsible person for notifying death: A householder or a person who was with the deceased or a person founding the dead body is responsible for notifying the death. If a householder cannot perform the notification of death in person, he/she can ask his/her relative or neighbor who has knowledge about the death to notify the death for him/her

58 Place for notifying death (1)
1. In the event that a person dies at a medical place in a district area such as in a hospital, a healthcare unit, or a clinic, the staff of such medical place will issue a Letter Certifying Death (Form Tor.Ror.4/1) as an evidence of death.

The notifying person must bring Letter Certifying Death to the registrar at the district office where such medical place is located inside an area of its jurisdiction order to request for the issuance of a certification of death or a death certificate and for crossing the deceased’s name off the household registration

60 Place for notifying death (2)
In case a person dies at the healthcare unit located in the village, when the Letter Certifying Death -Tor.Ror. 4/1 has been issued by the healthcare unit, the death should be notified to the village headman who has authority in the area where such medical place is located. The village headmen will, then, issue a Notification of Death Receipt (Tor.Ror.4 Front Page) as an evidence.

Lastly, a Letter Certifying Death issued by the medical unit and a Notification of Death Receipt issued by the village headman should be presented to a registrar ( a permanent secretary of the district) in order to request for the issuance of a certification of death or a death certificate and for crossing the deceased’s name off the household registration.

64 Reporting Time Frame (1)
When a person dies or when the body is found, a householder or a person who is with the deceased or a person finding the body is responsible for notifying death within 24 hours from the time of death or a body is found. Any other late notifications can be made, but the notifying person must pay the fine not exceeding 1,000 Baht for the late notification which is an offense under the law on civil registration.

66 Place for notifying death (1)
If the death occurs in an area where the Royal Thai Embassy/ Consulate is situated, a person who is with the deceased or a person finding the body can notify the death with the official, who is a registrar for overseas registration, of the Royal Thai Embassy/ Consulate.

67 Place for notifying death (1)
When the diplomatic/consular official has been notified, he will issue a certification of death or a death certificate as evidence. When the person notifying death has received a death certificate, whether the body is being brought back to Thailand or is managed in a foreign country, such evidence can be presented to the local or municipality registrar for taking the deceased’s name out of the household registration.

For a Thai national who has resided illegally in a foreign country and later dies, the death of such person can also be notified with the Royal Thai Embassy/Consulate.

69 Place for notifying death (2)
If the death occurs in the area where the Royal Thai Embassy/Consulate is not located, a person who is with the deceased or a person finding the body can notify the death according to the law of the respective country without having to notify the death with an officer of the Royal Thai Embassy/Consulate of that country.

When a person notifying death has received the document certifying death, issued in accordance to the law of the respective country, the person should translate the document certifying death into Thai. The translated document should be then submitted to the Nationality and Legalization Division, Department of Consular Affairs, Ministry of Foreign Affairs for correct translation certification.

Subsequently, the certified correct translation should be submitted to the district or local registrar in the area where the deceased has his/her name in a household registration for taking the deceased’s name out of the household registration.
