Virgil explains to Dante that each flame contains a sinner, but it is hidden from view by the fire surrounding

Ulysses sailed for 5 months beyond Hercules pillars when a storm broke and sunk his ship
3 evil deeds is the reason why he was in that pouch: the ambush of the Trojan horse, weeping of Deidamia and theft of Pallas Athena’s statue at the Palladium
