Inadequate funding (country and partner) Multiplicity of donors and initiatives  fragmentation  overload of countries Multiple plans, assessments, monitoring approaches, reporting requirements Donors set priorities, countries not in lead Weak health systems and human resources “Vertical” programs fail to build sustainable systems and local capacity Lack of transparency and accountability “Health system strengthening investments” not always translated into better health outcomes Inconsistent attention to RESULTS

Countries in the lead (“Ownership”) Single plan, in context of country development framework “Alignment” of aid with country priorities, systems, and procedures “Harmonization” of partner activities to simplify procedures, monitoring, reporting, and information-sharing Predictability of donor funding (long-term commitments) Increased national funding Donors increasingly use government systems for management, financing, procurement Countries increase systems’ integrity Mutual accountability

5 Recap 3: Accra Agenda for Action (2008)
U.S. Statement regarding the Accra Agenda: Though the U.S. is the single largest bilateral provider of foreign assistance, it continues to believe that simply providing increased resources will not, in and of itself, reduce global poverty, eliminate diseases, increase global food security or stimulate economic growth in the developing world. In addition providing resources for foreign assistance, the U.S. is also firmly committed to improving the quality of its aid in order to maximize development benefits through: Strengthening partner country ownership of development policies and programs Promoting more effective and inclusive partnerships Accountability for resources and results
