3. BIO-MEDICAL WASTE (BMW)
Any waste generated during
The diagnosis, treatment or immunisation of human beings, Animals, Research activities pertaining thereto or in the production or testing of biological or in health camps and the categories mentioned in Schedule-I of the Bio- Medical Waste Management Rules, 2016.

7. PERMISSIONS REQUIRED FROM SPCB
Consent to Establish (CTE) :- Under The Water (Prevention and Control of Pollution) Act, 1974 & The Air (Prevention and Control of Pollution) Act, 1981.
Consent to Operate (CTO) :- Under The Water (Prevention and Control of Pollution) Act, 1974 & The Air (Prevention and Control of Pollution) Act, 1981.
Authorization :- Under The Bio-Medical Waste Management Rules, 2016.

15. GRANT OF AUTHORIZATION
Visit Online Consent Management and Monitoring System portal of Jharkhand State Pollution Control Board (JSPCB) or jspcb.nic.in
On home page, under user login there is a red blinking tab ‘LAB/New HCE Registration’.
Fill the required information, upload documents and fees.

16. GRANT OF AUTHORIZATION
The validity of such authorisation for bedded Health Care Facilities (HCFs) and operator of a common facility shall be synchronised with the validity of the consents.
The authorisation shall be one time for non- bedded Health Care Facilities (HCFs).
Fresh authorization is required if there is any change or variation in the activity.

17. DOCUMENTS REQUIRED FOR AUTHORIZATION
Authorization to file application.
Copy of valid CTO for bedded HCFs.
Name of committee members for reviewing and monitoring activities related to BMW Management (for HCFs more than 29 beds).

21. NEW PROVISIONS FOR HCF
The provision of 50 % reduction in CTO fees for HCFs established before 30th April, 2019 and reduction in fees for authorization for HCFs having more than 25 beds.
All HCFs to provide Audited Balance Sheet duly attested by CA for proof of capital investment.
All the HCFs which are established before 30/04/2019, the land documents has been levied for them and the occupier of the HCFs has to provide a self attested certificate that the land is in their possession and there is no litigation against it.

22. CATEGORIZATION & CLASSIFICATION OF WASTES IN HEALTH CARE FACILITIES

23. BMW DISPOSAL
Only through CBWTF except in exceptional cases like remote location.
No occupier shall establish on-site treatment and disposal facility, if a CBWTF is available at a distance of 75 kilometre.
Annual report to be submitted in Form – IV to JSPCB before 30th June every year from January to December of the preceding year.
Authorities to oversee implementation – committee headed by the Secretary Health and JSPCB.

24. ROLE OF HEALTH CARE FACILITY
Make a provision within the premises for a safe, ventilated and secured location for storage of segregated BMW in colour coded bags as per SCHEDULE – I of the BMW Rules, without any adverse effect to human health and the environment.
To pre-treat the laboratory waste, microbiological waste, blood samples and blood bags through disinfection or sterilisation on-site as per WHO guidelines on Safe management of wastes from health care activities and WHO Blue Book, 2014 and then sent to the CBWTF for final disposal.

25. ROLE OF HEALTH CARE FACILITY
To phase out use of chlorinated plastic bags and gloves by
Disposal of other solid waste in accordance with the provisions of respective waste management rules .
Not to mix bio-medical waste with municipal solid waste and dispose of solid waste.
Provide training to all its health care workers and others, involved in handling of bio medical waste.

26. ROLE OF HEALTH CARE FACILITY
Immunise all its health care workers and others, involved in handling of bio-medical waste.
Establish a Bar- Code System for bags or containers containing bio-medical waste to be sent out of the premises or place for any purpose by
Ensure segregation of liquid chemical waste at source and ensure pre-treatment or neutralisation prior to mixing with other effluent.

27. ROLE OF HEALTH CARE FACILITY
Ensure treatment and disposal of liquid waste in accordance with the Water (Prevention and Control of Pollution) Act, 1974.
Ensure occupational safety by providing appropriate and adequate personal protective equipments.
Conduct health check up at the time of induction and at least once in a year and maintain the records for the same.

28. ROLE OF HEALTH CARE FACILITY
Maintain and update on day to day basis the bio- medical waste management register and display monthly record on its website.
Report major accidents including accidents caused by fire hazards, blasts during handling of biomedical waste and the remedial action taken.
Make available the annual report on its website by

29. ROLE OF HEALTH CARE FACILITY
Inform the prescribed authority ( JSPCB ) immediately in case the operator of a facility does not collect the bio- medical waste within the intended time or as per the agreed time.
Establish a system to review and monitor the activities related to bio-medical waste management.
Maintain all record for operation of incineration, hydro or autoclaving etc., for a period of five years.

30. ROLE OF CBWTF
To ensure that the BMW collected from the occupier is transported, handled, stored, treated and disposed of, without any adverse effect to the human health and the environment.
Ensure timely collection of BMW from the occupier.
Establish bar coding and global positioning system for handling of BMW by

31. ROLE OF CBWTF
Inform the prescribed authority immediately regarding the occupiers which are not handing over the segregated bio-medical waste.
Provide training for all its workers involved in handling of bio-medical waste at the time of induction and at least once in a year.
Assist the occupier in training.

32. ROLE OF CBWTF
Undertake appropriate medical examination at the time of induction and at least once in a year and immunise all its workers.
Ensure occupational safety of all its workers.
Report major accidents including accidents caused by fire hazards, blasts during handling of BMW and the remedial action taken and the records.

33. ROLE OF CBWTF Maintain a log book for each of its treatment equipment.
Allow occupier , who are giving waste for treatment to the operator, to see whether the treatment is carried out.
Shall display details of authorisation, treatment, annual report etc. on its web-site.

34. ROLE OF CBWTF
The recyclables from the treated BMW such as plastics and glass, shall be given to recyclers having valid consent and authorisation.
Supply non-chlorinated plastic coloured bags to the occupier on chargeable basis.
Shall ensure collection of biomedical waste on holidays also.

35. ROLE OF CBWTF
Maintain all record for operation of incineration, hydro or autoclaving for a period of five years.
Upgrade existing incinerators to achieve the standards for retention time in secondary chamber and Dioxin and Furans within two years.

36. DETAILS OF CBWTF M/s Bio- Genetic Laboratories Pvt. Ltd., Ramgarh.
M/s Medicare Environmental Management Pvt. Ltd., Lohardaga.
One CBWTF shortly to start at Saraikela.
Two more CBWTF proposed at Dhanbad and Ramgarh.

37. GENERAL INFORMATION
These rules are applicable for all government, private and charitable Health Care Facilities.
In house incinerators are not permitted.
All HCFs to provide their BMW to CBWTF for disposal.
ETPs/STPs to be installed before December, 2019.

38. PENALTY FOR NON COMPLYING HEALTH CARE FACILITIES (HCF’s)

42. QR CODE LAUNCHING
The QR Code Management System (QCMS) scanning will be done through Mobile App.
The Mobile app will also work off line.
The Mobile app will be capable of GPS tracking.
The Mobile app to give instant weight receipt.
The Mobile app will be capable of online payment.

43. QR CODE LAUNCHING The QR codes will be water proof.
The QR Codes will be designed and supplied as per the guidelines of CPCB.
The QCMS will store data for at least 05 years.
The Bluetooth enabled machines will have weight precision as per CPCB guidelines.

44. QR CODE LAUNCHING
The QCMS will facilitate the PCB with reports such as Daily/Monthly/Annual Report as per format of CPCB Guidelines, collection reports of Bio Medical Waste, reports of HCF’s not giving BMW and other reports regarding variations in waste receipt and disposal by CBWTF.

46. FINANCIAL ASPECTS
The provision of 3,000 QR codes for the BMW disposal at a cost of INR 3, only.
The Cost also includes the storage of data for HCFs for 5 years, Daily and Annual BMW Reports, which are mandatory, generated by the App itself’, app handling by IT team on day to day basis.
BMW of INR 7 per/bed/day as fixed by the health department.
