11. Procurement Cadre Introduced Procurement cadre in 2006
ToR for Procurement officers broadened in 2016
ToR includes among other things, market research, requirement of CIPS or other procurement qualifications at various position levels in the procurement cadre
Procurement officers selected through RCSC exam and after one year PFDFM course in RIM which includes a unit exclusively focused on RGoB Procurement
Before joining office, new Procurement Officers are given a month’s induction course on RGoB procurement by the GPPMD
Competency framework being drafted

12. Institutional Arrangement
GPPMD( erstwhile PPPD ) was established with support from World Bank and ADB in 2008
MoF identified as a parent organization for the procurement cadre in 2010
at least one designated procurement officer placed in all Ministries and Districts
Independent Review Body to address Procurement Grievances
