2 Why trust? Statements: To be able to contribute to quality improvement and learning effectively, there must be a certain level of trust between the supervisory agency and the supervised. The latter must trust that the agency’s primary focus is learning and quality improvement. The supervisory agency must trust that the supervised want to develop and must act in a way that does not create fear. The opposite to trust – mistrust and also fear of making mistakes and the consequences that can follow – is an obstacle for learning and development.

3 Background IVO was established in 2013 partly with the objective to strengthen the supervision Deregulation with many private service providers, in combination with already existing devolution of power, has left the state with few means to govern Increasing expectations that the national supervisory agencies shall assure quality and safety in the services provided Requires a more strategic supervision that contributes to learning and quality improvement

4 How? Respectful dialogue the most successful method
A credible analysis of the problem and addressing the right organisational level Health and social care are complex services – supervision needs to adjust accordingly!

5 Trust between who? How do we create trust between the inspectorate and:
The health care and care providors? The patients and care takers? The public? The politicians?

6 Do different actors demand different action from the inspectorate to creat trust?
Is the view of balance between punichment and support the same among the inspectorat’s stakeholders? The health care and care providors? The patients and care takers? The public? The politicians?
