1 The FAO Global Study on Transshipment:
Regulations, Practices, Monitoring and Control Adela Rey Aneiros, PhD Fishing Operations and Technology Branch 6th GFETW, February 2019

2 2018 Global Study on Transshipment
COFI32 – 2016 Global study on Transshipment: Regulations, Practices and Monitoring and control 2018 Global Study on Transshipment Global Stakeholder Survey Regulation review Case Studies Expert Workshop COFI 33 – 2018 Next steps

3 Global Stakeholder Survey
Transshipment Global Stakeholder Survey States Generally, sufficient State regulations Mainly in “Authorized locations” (port) Fishing vessel  reefer Highest risk factor: Fishing vessel  canoe & fishing vessel  fishing vessel In EEZs MCS measures extensively applied: port inspections, licenses and logbooks RFMOs Generally, sufficient RFMO regulations Permitted both in & outside Regulatory Area Controls to specific vessel types & target species Fishing vessel  reefer & fishing vessel  fishing vessel MCS measures implemented at CP level: VMS, AIS, landing obligations RFMO’s MCS Measures: PSM, notifications, IUU lists

4 Expert Workshop Understanding Advice Transshipment
Transshipment at-sea might be a loophole to IUU fishing if not adequately controlled Overall good regulations but nature and extent of IUU transhipment activities still unknown Ineffective control Advice Review definition of transshipment Further study Qualitative  quantitative (levels & risks) Specificities by region & fisheries Development of minimum standards for control Repeat global stakeholder survey – 2 years

5 Conclusions and next steps FAO Global Study on Transshipment
Revisit the definition of transshipment Understand diversity of practices and drivers Essential to certain fishing operations (properly monitored and controlled) Generally, quite well regulated worldwide, but need adequate control: Develop guidance for minimum requirements for monitoring and control Increased international interest on transshipment COFI 33 Welcomed the global study on transshipment Called for a more in-depth studies to support development of guidelines

6 Transshipment Thank you!
