3 The general report format (ref. Art. 12)
Analysis of the national Art 12 reports for is on-going Contents and information not very consistent between Member States. Commission guidelines are not very precise. Overlap with other reporting obligations (e.g. derogations) Future: Any need to retain significant text-reporting? Proposed focus of a “general report” accompanying the species status information More for the interested public – less for the Commission Links to information sources on national implementation The Natura 2000 network – basic statistics Management plan Measures taken in relation to Article 6(3&4) – plans and projects - THE N2K GROUP European Economic Interest Group

4 Presentation and assessment of data on the EU level
No national assessments required For the EU level assessment – main issue is to make possible species-wise assessments: improving / stable /deteriorating alternative (but not mutually exclusive) approaches a methodology as close as possible to the Article 17 approach, might require reference values etc - unified a methodology compatible with previous EU assessments of 1994 and 2004 (even though EU has almost doubled in size and MS since 2004) THE N2K GROUP European Economic Interest Group

5 Bird status report format – current structure
Species information Population size Population trend; a: short-term, b: long-term (base-line ca 1980) Range size – national species distribution/range maps to be provided Range trend; a: short-term, b: long-term Threats / pressures (almost same methodology as for Art 17 reporting) Possible contribution from the SPA network (ref WP3) - Still provisional Sections 1-5 (=red) Prefilled data for all species (ref Article 2) Section 6 (=black) For the selection of species triggering SPA designations Section 7 (=lilac) As for section 6, but still provisional THE N2K GROUP European Economic Interest Group

6 Bird status report format – further revision
Main changes since November meetings Further amendments and cuts, as discussed at the November meeting The “conclusions” section has been taken out. Details on how to provide distribution maps for the range size estimates “Threats/pressures” section revised to (almost) fully harmonise with the Article 17 (HD) reporting. Time span for “short-term breeding range” proposed to be extended to up to 20 years (= average interval between atlases) THE N2K GROUP European Economic Interest Group

7 Species reference list
Draft based on shorebirds distributed to the WP2 Sub-group Table overview, to identify for each species: Criteria for reporting also under “threats/pressures” (and possibly “contribution from the SPA network”). Population units: Primarily pairs for breeding, individuals for other seasons. Reporting seasons: To be restricted to “breeding” and “winter”; “passage” for a restricted selection of species. Sub-specific units: To be restrictive, primarily subspecies listed in Annex I of Birds Directive. Member States for which the species should be reported.
