2 This module will highlight the history of the model codes How the building codes treat alternative materials Alternative means not prescriptively addressed in the code Types of agencies preparing reports Differences between these agencies Reports that Insulfoam maintains for Premier SIPS ICC-ES NTA 2

3 The original three model code bodies were: International Conference of Building Officials (ICBO) Uniform Building Code Building Officials and Code Administrators International, Inc. (BOCA) National Building Code Southern Building Code Congress International, Inc. (SBCCI) Standard Building Code 3

4 4 1994 three code bodies establish ICC Nonprofit One set of codes No regional limitations February 1, 2003 consolidation of the three original model codes into the ICC

5 5 One singular membership based organization in the US Membership includes local building officials National acceptance of the ICC Code Encourages local jurisdictions to adopt ICC without technical modifications One set of standards for all to use across the entire country Manufactures can concentrate on R&D rather than maintaining three separate reports Single forum for discussion, consideration and resolution of issues

6 Section 104.11 of the IBC Alternative materials, design and methods of construction and equipment … provisions of the code not intended to prevent …. An alternative material, design or method of construction shall be approved where the building official finds that the proposed design is satisfactory Section 104.11.1 Research reports … shall consist of valid research reports from approved sources. Section R104.11 of the IRC … provisions of this code are not intended to prevent … … shall be approved where the building official finds that the proposed design is satisfactory … 6

7 Approved Source An independent person, firm or corporation, approved by the building official, who is competent and experienced in the application of engineering principles to materials, methods or systems analyses. 7

8 8 Approval is always left up to the local authority having jurisdiction Various approved sources have been enlisted as trusted evaluators and certifiers by the local authority having jurisdiction Third party independent verification ICC has two subsidiaries that are trusted sources for material evaluation and certification International Code Council Evaluation Service (ICC-ES) International Accreditation Service (IAS)

9 9 Nonprofit Public-benefit corporation Technical evaluations of: Building products Components Methods Materials ICC-ES is accredited by the American National Standards Institute (ANSI) ISO/IEC Guide 65 General Requirements for Bodies Operating Product Certification Systems

10 10 Evaluation reports Provide a snapshot in time Only show that at the moment the testing was conducted The product performed at a level that is acceptable by the code ICC-ES may never see Manufacturing facility Product in end use Manufacturer driven Select testing facility Direct the testing Procure the engineer to evaluate results Adversarial in nature ICC-ES will scrutinize process and results ICC-ES may reject any part of the process or result Redo, revise, resubmit Takes a long time to produce Expensive

11 11 Provides accreditation to various types of companies seeking recognition as an approved source Accreditation means evaluated against internationally acceptable standards for: Testing and calibration laboratories Fabricators Inspection bodies Product certification agencies (PCA) Demonstrates their performance capability Accredited to ISO/IEC Guide 65 General Requirements for Bodies Operating Product Certification Systems

Accrediting companies based on requirements in the Uniform Building Code Recognized the world over Mutual recognition agreement with APLAC/ILAC Provides assurance that services rendered by accredited laboratories and agencies have Good quality Been evaluated Are proven

13 13 Accredited certification agencies demonstrate that their certification practices are properly evaluated for: Testing Inspection Product surveillance Product labeling Are under a program of continual monitoring by an internationally recognized accreditation body Accreditation provides assurance that regulators will recognize the product certification agency as one that operates using the best practices including: Operating under a well-documented and implemented quality management system Operating with a high level of technical and ethical standards Ensuring competent testing, inspection and surveillance to support all certified products Maintaining full compliance with ISO/IEC Guide 65

14 14 For product certification agencies IAS offers objective and independent accreditation that is trusted by regulators and the marketplace Product manufacturers are facing increased demand for impartial verification Products are certified To be safe Meet industry standards If the products are to be readily accepted Verification must be by certification agencies Trusted and widely recognized IAS accreditation provides the credentials That ensure the product certification agencys marks will have full acceptance In the marketplace By governmental agencies that regulate product acceptance

16 16 ISO/IEC Guide 65 General Requirements for Bodies Operating Product Certification Systems Criteria for organizations That certify products Addresses policy for any type of certification system Basis for the IAS Accreditation Program Product Certification Agencies (PCA)

17 17 Accredited by IAS as a PCA Product certification route places the burden on NTA NTA is directly responsible for all aspects of the evaluation process Identifying appropriate tests Running appropriate tests Documenting the results Delivering final product review Delivering final product certification
