Any questions or discussion? There was a typo in the new data item which will be corrected – students assessed for LEP ICRs – Please provide input and feedback on these soon

Supporting Materials What was your impression of how LEAs reacted to the Title III requirements this year? Were the targets reasonable? Was the notification process adequate? What did districts need more of? Were the supporting materials enough? Are there other materials we should develop?

4 2005-06 AMAOs Targets Notification Process Consequences/Interventions
Year 2 LEAs Year 1 LEAs Consequences/Interventions We need to discuss the new targets for 05-06, the notification process for those LEAs that have not met AMAOs for 2 consecutive years, as well as those LEAs who are missed AMAOs for the first time. And then we need to discuss how consequences or interventions will be implemented for those LEAs.

Supporting Materials We need to discuss the new targets for 05-06, the notification process for those LEAs that have not met AMAOs for 2 consecutive years, as well as those LEAs who are missed AMAOs for the first time. And then we need to discuss how consequences or interventions will be implemented for those LEAs.

9 Orientation for New Title III Directors
Native American Grant (competitive) National Professional Development Grant in 2007 SEA Funding based on American Communities Survey Funding to the state is not based on LEP counts from PEIMS

10 Orientation for New Title III Directors
Both instructional and professional development activities required Immigrant funds – more flexible than LEP funds Monitoring visits in other states have found that some districts are not implementing both instructional and professional development activities, as required by law.

Teacher quality and highly qualified requirements Anticipated shortage of teachers Bilingual/ESL teachers available Monitoring visits are also focusing on teacher quality, teacher English fluency, and highly qualified requirements under Title I. HQ Teachers compliance report yesterday had new questions that are related to Title III. OELA wants to know what we anticipate the shortage of teachers to be and the number of bilingual and ESL teachers in the classrooms in Texas

Title I and Title III working together Integrated systems of standards and assessment Great emphasis by USDE that Title I and Title III work together in standards, assessment and programmatic activities. They will look to see that we are doing that.

Reporting Requirements Consolidated Performance Report Biennial Report This is not new to us and the data request has not changed for this year. We will use what we collect on the compliance reports and PEIMS to submit this information.

16 Title III State Directors’ Meeting
Major Issues Addressed: English Language Proficiency Standards: Development and Alignment ELP Assessment: New and Old Assessments and Technical Issues A panel from other states discussed how to develop and align ELP standards and assessments Big emphasis on this with the peer review process with Title I; the title III peer review process will begin sometime soon to examine our assessments In Texas, we have alignment of standards and are working on the last piece of this. Our ELP assessments – TELPAS – are in the early stages but progressing nicely. We don’t need to worry about the new/old issue for the assessments since we did not implement the AMAOs until our assessment was in place.

Major Issues Addressed: Consortia Requirements (SSAs) States determine best way to implement to meet requirements OELA considers the SSA to be the LEA – Fiscal Agent must ensure that requirements are met by members Confusion among states remains

Major Issues Addressed: Consolidated State Performance Report and Biennial Report Revising report/redefining data items Will hold meetings with states for feedback on changes Texas meeting in Feb 2006

Major Issues Addressed: Private Non-Profit School Participation Need to know about Title III Consultation not occurring enough Meaning of “equitable participation”

21 Title III State Directors’ Meeting
Major Issues Addressed: Draft Non-Regulatory Guidance Not yet available No new information Another state directors meeting in May 2006 Some states wanted to press OELA to provide more detailed guidance on some of the outstanding issues; Texas did not advocate either way. Since our state is so far ahead in implementation, we do not have the same issues as other states.
