2 Update of the ToR MB meeting March 2018: proposal to update the JPIAMR ToR to include a Search Committee for the nominations for the Chair, Vice-Chair and Steering Committee A draft proposal by Karin Schmekel (Sweden), Andreas Aeschlimann (Switzerland/absent) and Martijntje Bakker (the Netherlands) was discussed at the MB meeting October 2018 A new updated proposal is under development taken into consideration the discussions in the MB meeting October 2018, Management Board and Steering Committee comments. Decision: Approval of: Update of the ToR according to the suggested new election procedure of the Chair, vice Chair and members of Steering Committee through a Search Committee.

3 Suggested text “Chairmanship of the Management Board and election
The Management Board shall have a Chair and a Vice Chair. A Search Committee will prepare nominations for chair, vice chair and Steering Committee  positions and present these for the MB prior to elections. The Search Committee should make sure that the nominated candidates agree to take on the task. The Search Committee should strive to find a constellation of member representatives for the positions that together constitute the best leadership for JPIAMR. The Search Committee should carefully respect ethical standards such as conflict of interest issues and gender equality. The Search Committee consists of three members of the MB, representing different Member Countries and different research areas. The three members of the search committee are not electable. The MB would also be able to elect candidates beyond the ones proposed by the Search Committee.” Suggested change: The Search Committee consists of three members of the MB, representing different Member Countries. 4 Futher requests Germany – full update of the ToR: The Netherlands
Germany suggests that the current ToR from 2011 may need a general revision. In order to do so they request the set up of a dedicated working group to make suggestions of a new text to the MB The Netherlands “The Chair and the Vice Chair shall be elected from the Management Board by the members for two years in order to ensure the necessary continuity.” Should we re-evaluated that the Chair should be a member of the MB or should we open up for electing an external chair? From or by Estonia – Buddy System: Estonia suggests to introduce a “buddy system” in JPIAMR. The system works as an existing JPIAMR member would offer guidance to a new member state; either in form of a preparatory phone call before the first meetings, sitting next to the representative during the meeting to assist with open questions during the discussions, explaining the structure of the JPI etc. UK (and WG Industry) – Stakeholders: UK suggests to discuss further the key stakeholders that JPIAMR engages with. Also to identify the stakeholders in the area of agriculture/food/environment that we should be engaging with. A new group could discuss this issue further and develop a proposal for the MB.
