Leaders are expected to obtain commitment rather than just compliance from their followers.
To face a changing environment effectively, leaders need to posses the necessary skills – competencies to influence their co-workers through negotiation, persuasion and perseverance

Important tool for exchanging knowledge, skills, values, organizational culture
questionnaire sent to MS’s about the extension of cross-border mobility in the period It aimed to find out:
- general interest among PA workers in working in other EU MS public administration bodies;
- general satisfaction in each EU Member State with cross-border mobility;
- what kind of mobility is to be promoted in the future;
- possible changes to be adopted for promoting it.
