7 2 STUDIES: The aim of both studies is to find out which changes in public administrations are needed and appropriate and what must be done in public / government administration to become more effective result = better image. Over the past three decades change in government has been influenced by New Public Management (NPM) ideas and techniques from private sector (Leadership, competencies…) eu2008.si

9 Study: Leadership Competencies for Change Management
(Milan Pagon, FOS) Leadership - critical component for successful policy implementation and change management. Leaders are expected to obtain commitment rather than just compliance from their followers. To face a changing environment effectively, leaders need to posses the necessary skills – competencies to influence their co-workers through negotiation, persuasion and perseverance eu2008.si
