66 Exercise Please review the scenario given and consider the following:
Before confirming attendance what learner information do you check? When would an initial attendance confirmation be due? In which months are subsequent attendance confirmations required? As a Learning Provider when would you expect payments to be made?

67 Change of Circumstances –
Post Liability

68 Change of Circumstances Change of Circumstances
Post-liability - SLC have received a positive attendance confirmation for a learner’s application The types of changes that can be made to a post-liability application are: Change of fee charged Change of loan amount requested (decrease only) Change of learning aim details Early Completion Withdrawal Suspension / Break in learning Resumption

69 Post-liability CoC Post-liability - SLC have received a positive attendance confirmation for a learner’s application In order to complete a post-liability CoC the application will need to be at one of the following work stages: Approved Suspended Like Pre-liability, a CoC can be actioned through an individual learner account or through the CoC home function

70 CoC Work List A learner reported as ‘not in attendance’ will then appear on the CoC Worklist Selecting the learner will allow you to make the appropriate post liability change(s) The learner will be notified accordingly

71 Post-Liability CoC Post-Liability CoC Early Completion
Learner completes their studies before scheduled learning aim end date Balance will be paid in next payment run Applied with other changes? Applied to multiple learners? What do SLC capture for the change? Pre-liability/ post liability or both? Y Effective Date Post-liability Aug Sept Oct Nov Dec Jan Feb Mar Apr May £50 £200 £0 CoC submitted in late Jan to early completion of learning aim

72 Suspensions Learner takes a break in learning due to personal circumstances e.g. illness, pregnancy, caring responsibilities, financial difficulties or bereavement A suspension can only occur if a learner is post liability The Learning Provider should notify SLC as soon as the absence is apparent Loan payments will then pause until the learner resumes or withdraws The Provider is responsible for monitoring the learner’s intention to resume or withdraw Application will be auto-withdrawn if not resumed within12 months Applied with other changes? Applied to multiple learners? What do SLC capture for the change? Pre-liability/ post liability or both? 75 Best Practice Timely submission of portal admin tasks Make full use of the financial reporting functionality Regularly check the CoC worklist Check details are correct before confirming attendance Best Practice For information on how to rectify changes that may have been made in error please consult our User Guide for further information: Confirm that all Learning Aim Dates (both start and end) LA code, fees etc are correct before confirming attendance. Be aware that end dates cannot be changed after the aim end date even if there is a discrepancy with your ILR Learning Providers can only complete a COC to decrease the amount of loan, not an increase. Ensure that this information is correct before proceeding Notify SLC of a suspension / withdrawal as soon as it is apparent to ensure service standards are being met and to minimise the recovery of any overpayments

76 Comfort Break Introduction Who I am

77 Financial Reporting

78 Overview Five financial reports available via the LP Portal
‘Learner Search’ screen Payment Schedule and Attendance Report ‘Financials Home’ tab Remittance Report Loan Facility Details Loan Position Report Payment Instalment Report

79 Payment Schedule & Attendance Background
Following approval, the full list of scheduled payments will be displayed in the Detailed Learner Information screen, along with the attendance confirmation status: Circle 1 – Initial liability point i.e learning aim start date plus two weeks Circle 2 – Payments profiled over the duration of the learning aim and slit equally (last month may be slightly different) Circle 3 – Scheduled payment date – payment always made on the third Wednesday of each month following confirmation of attendance Circle 4 – Full audit history of who submitted the attendance status and when Payments will be scheduled also if at AAS Ask if anyone doesn't know how to navigate

80 Payment Schedule & Attendance Background
Payment Schedule and Attendance Report can also be exported for learners with payments scheduled: Approved Approved Awaiting Signature Suspended Withdrawn Use the A/Y drop down to select the current year (17/18) and export the results. You can then filter the report as necessary. LP SERVICES HAVE REPORTED THAT SOME LPs ARE UNAWARE THAT THEY NEED TO SCROLL DOWN THE SCREEN IN ORDER TO NAME THE FILE BEFORE EXPORTING.

81 Loan Facility Details Background
This provides live information on your loans position for the current academic year: The screen is displayed with a ‘read only’ set of results which are correct as at close of business the previous night. An overnight batch runs daily which updates the results accordingly. Defaults to the current AY

82 Loan Facility Percentage Used
Loan Facility – Warning Messages Background Loan Facility Percentage Used Message on LP Portal Generated Restriction Applied 80% × 90% 100% All current approved applications will be paid despite the restriction as this only impacts new applications Important to note that applications received prior to the restriction date (i.e. applications sitting at Missing Evidence, Eligibility incomplete and Auto – Cancelled) may still be approved which will then mean your allocation used figure could go above the 100%. Applications that have been submitted after the restriction is in place will be made ineligible. As and when a restriction is lifted we will not automatically re- assess these applications and learners will need to submit a fresh application.

83 Loan Facility – Growth requests
You can request a change to an existing loans agreement at the performance management points in the funding year. Please refer to the Advanced Learner Loans Funding and Performance Management Rules 2018 t Annex 3 Table 1 The dates when requests can be made are: Between 14 Sept 2018 to 28 Sept 2018 Between 15 February 2019 to 1 March 2019 You will have an additional opportunity to request a change to your career learning pilot only Between 10 December 2018 to 7 January 2019

84 Payment Instalment Report
The ‘Paid’ section is populated once the payment run commences (close of business on the Thursday before the Wednesday payment is scheduled) and not on the actual payment date Background Payment Instalment Report These learners may not be on your Attendance Work List e.g. prior to initial liability point or on CoC work list This section details the applications which are either 'Missing Evidence' or 'Missing Information' Run through the three sections of the report paying particular attention to the three highlighted sections of the screen

85 Summary of New Financial Reports
Background Summary of New Financial Reports Due to their different functions, the Payment Instalment Report (PIR) total will not always match the Loan Facility Details (LFD) screen: PIR could include payments from previous academic years that are not included in the LFD screen PIR only includes suspended applications' instalments up to the point of the suspension date - LFD screen captures all of the suspended applications' payment instalments When a payment is made, the PIR will move it to the column for that payment period, whether or not that is different to the original scheduled date Important to understand that reports have different functions so may not ‘match’ for various reasons as above.

86 Remittance Report Background
The Remittance Report outlines payments that have been paid, are in progress, or have been recovered. The report can either be viewed on screen or exported: The Remittance Report allows users with Financials Administrator access to view and export Remittance Reports. February enhancement – can now view positive and negative payments in the separate columns to provide greater visibility/transparency as to how the payments are made up. Details can then be viewed on screen or exported from which providers can drill down to the detailed level and identify which learner(s) the negative payments relate to.

87 Financial Reporting Thursday prior to the payment date
Payment will be made if attendance is confirmed by the close of business on the draw down date Drawdown Date Always the third Wednesday of the month No interim or catch up payments throughout the month Payment Date Payment Instalment Report and Remittance Report available to view and export the Friday after the draw Financial Reports

88 Payments Timely payments are facilitated by:
Adding ULN to the learner data in advance of initial attendance confirmation date Checking the learner has a valid National Insurance Number (NINO) and help encourage the learner to provide this where missing Confirming attendance in a timely manner Confirming attendance accurately to prevent claw backs

89 Service Standards Process Submission Accuracy Time to Complete
Adding Unique Learning Numbers 99% ULNs to be entered within 6 weeks of the learning aim start date. Where an application is received more than 4 weeks after the learning aim start date, the ULN must be entered within 2 weeks of the application received date Check information (e.g. Fee Charged, Learning Aim, Start Date etc) and make any necessary changes 100% accuracy for approved applications before initial and subsequent attendance confirmations No timescale proposed. It is a condition of Attendance Confirmation that details are correct Initial Attendance Confirmation Attendance confirmation to be entered within 6 weeks of the learning aim start date if the application is approved. Where an application is approved more than 4 weeks after the learning aim start date, the attendance confirmation must be provided within 2 weeks of the approval date Subsequent Attendance Confirmations 85% of learner attendance confirmations to be provided by payment drawdown date AND 99% of learner attendance confirmations to be provided within 60 days of payment drawdown date Suspensions 60% of suspension COCs submitted within 60 days of notification AND B. 99% of suspension COCs submitted within 90 days of notification Withdrawals 60% of withdrawal COCs submitted within 60 days of notification AND B. 99% of withdrawal COCs submitted within 90 days of notification

90 Question and Answer

91 Question and Answer TRUE!
A provider can increase the course fee charged when the learner is post liability TRUE! Increasing the fee will automatically trigger the issue of a loan request form to the learner so they can choose to increase their loan in line with the revised fee Decreasing the course fee will automatically decrease loan amount requested without the need for a CoC

92 Question and Answer FALSE!
April is a fixed attendance confirmation point FALSE! The months in the year where SLC need quarterly attendance confirmations are February, May, August and November Learners will automatically populate the attendance confirmation work list on the first of each fixed attendance point

93 Question and Answer TRUE!
SLC will seek to claw back overpayments from the total payment due rather than from a learner’s account TRUE! SLC will offset this overpayment against the next payment made to the provider Therefore the provider will receive their monthly payment minus any overpayment
