2 What is the Wireless Bylaw?
Dover’s Wireless Bylaw Section of the Zoning Bylaws Covers all wireless facilities in Dover (from big cell towers to small antennas) Intended to minimize visual and environmental impacts, as well as any potential negative impacts on nearby properties Added 20 years ago (1997), never updated Prioritizes both adequate wireless coverage and preservation / protection considerations

3 Why amend the Wireless Bylaw?
Wireless technology has changed significantly The Wireless Bylaw has never been updated Example: Small Wireless Facilities “Simplify, Simplify” Special permit for new wireless facilities and major changes Site plan review for minor changes under an existing special permit or to existing communications structures, such as utility poles Move process details out of the Bylaw and into regulations Keep and clarify provisions for preservation and protection

4 What are the specific changes?
Broadly, this update proposes the following 8 changes: Section Update A (1). Purpose Site plan review rather than special permit for some facilities B. Definitions Define “Small Wireless Facility” C (2) and (3). Regulations Small Wireless Facilities by right, subject to review/approval E.1.(d). Dimensional Requirements Limit height increase to 10 feet for utility poles J. Scenic Roads Allow Small Wireless Facilities on utility poles on Scenic Roads N. Regulations Delete details of the application process; will be regulations P. Modifications Special permit not required for minor changes (not affecting appearance, RFR emissions or noise) Q(3) Monitoring/Maintenance T (2) Performance Guarantees Require annual reporting by an independent engineer on RFR emissions, changes in technology, and maintenance A fully-redlined version of the Bylaw is on the Town website
