2 Full vs. Modified Risk Reduction
Currently As of January 1, 2012 FRR is the higher standard. Meet FRR by either a dust test; or a visual inspection. Meet MMR by either a dust test; or a visual inspection. Visual inspection requires 9 risk reduction treatments. MRR is the higher standard. Meet FRR with a dust test only. Meet MRR with a visual inspection; and a dust test. Visual inspection requires 9 slightly different risk reduction treatments. Note: Can meet FRR by completing the MRR Can meet FRR because the MMR is now the higher standard. However, you cannot meet the MMR by doing the FRR 2

3 Risk Reduction Treatments
Currently As of January 1, 2012 Visual review of all ext. and int. painted surfaces. Removal and repainting of chipping, peeling, or flaking paint on int./ext. painted surfaces. Repair of structural defects that are causing paint to chip, peel or flake... No change. Visual Review – is not the same as a visual inspection. 2. Removal and repainting -- IS A RISK REDUCTION TREATMENT—THEREFORE AN ACCREDITED SUPERVIOR MUST DO THE WORK. 3. …or that the owner of the affected property has knowledge of orr, with the exercise of reasonable care, should have knowledge of. § 6-819 3

4 Risk Reduction Treatments
Currently As of January 1, 2012 Stripping and repainting, replacing, or encapsulating all interior windowsills with vinyl, metal or other material… Ensure caps of vinyl, aluminum, or any other material…are installed in all window wells in order to make the window wells smooth and cleanable. Repainting, replacing or encapsulating all interior lead-based paint or untested painted windowsills with vinyl, metal, or other material… Ensuring caps of vinyl, aluminum, or any other material…are installed in all window wells where lead-based paint or untested paint exists... …in a manner and under conditions approved by the department. Assume lead paint unless XRF testing proves otherwise, or if windows are § 6-819 4

5 Risk Reduction Treatments
Currently As of January 1, 2012 Except for a treated or replacement window that is free of lead-based paint on its friction surface, fixing the top sash of all windows in place in order to eliminate the friction caused by the movement of the top sash. 6 Risk Reduction Treatments
Currently As of January 1, 2012 Rehanging all doors in order to prevent the rubbing together of a lead-painted surface with another surface. Ensure that all kitchen and bathroom floors are overlaid with a smooth, water-resistant covering. HEPA-vacuuming and washing with High phosphate detergent or its equivalent, as determined by the Department, any area of the affected property where repairs were made. No change. No change Can meet FRR because the MMR is now the higher standard. However, you cannot meet the MMR by doing the FRR § 6-819 6

7 New Certificate Add the County Code
There are only 4 Categories now and 5 FRR no visual – MRR has to have both visual and dust test. Category 5 – Lead Safe – There is no more Qualified Offer. Make sure you put both accreditation numbers on the form, in the right place. On Jan 1 THIS CERT MUST BE USED 7

9 Supervisors Statement of Work (Form – SSW)
Need to sign 2 copies for the inspector or owner. Indicate whether or not you supervised the treatment or only verified the treatment. 9

11 Form E (revised) Change – Need to enter the number of units the certificate applies to. Will only be used for MMR 11

Form 330 (certificate) Form E – Lead Free Inspection Summary Report Form E – Appendix (Inventory of lead-free units) Only gets submitted with the Form 330 and the Form E-Fee if a multi-unit or multi-building complex is being certified lead-free. Form E – Fee Payment Form Inspector should carefully follow the directions on the form and explain it to the property owner.
