Managing the Intersection of Technology & Airport Management Issues For Successful Implementation Moninder S Birdi, P.E. President Birdi And Associates, Inc. Technology, Security, Aviation and Project Management Consulting

Introduction Integrating Management Issues And ITS Cost Implications Conclusion Agenda Moninder S Birdi 2

Introduction Management Issues Define System Requirements Vision is rarely communicated across stakeholders Vision is often lost during some stage of the Implementation Management Issues Intersect ITS at every stage Planning Development Operations Moninder S Birdi 3

Integrating Management Issues And ITS System Lifecycle Management Stakeholder Management & Requirements Management Design Management Commissioning & Operational Readiness for Airport Transfer Moninder S Birdi

Stakeholder Management Moninder S Birdi 5 Stakeholder Coordination Internal External IT Facilities Planning Engineering Property Management C & M Airport Police Airport Operations Landside Airside Terminal Airlines Concessions FAA TSA City Police & Fire Federal Agencies

Stakeholder Management Related to Requirements Management E.g. – Automatic License Plate Recognition Can be used to keep track of all visitors to the airport Could be effective towards an early warning sign of terrorist planning activity To be effective requires coordination with several stakeholders State Law Enforcement Agency City Police Department(s) The Transportation Security Administration The FBI Interpol Others Moninder S Birdi 6

Stakeholder Management Coordinate Requirements with all Stakeholders early into the System design Issues During Implementation Late Stakeholder involvement can: Delay Implementation Dramatically Increase Costs Could derail the Project during implementation Unplanned overhead could bog down operations of the new system eg ALPR could add responsibilities not in Airport Police Scope Moninder S Birdi 7

Design Management ITS designs should be functional & performance based Must incorporate requirements for all stakeholders Integration requirements should be carefully considered More is not necessarily better Could mean an exponential increase in life cycle costs Commissioning and Cutover need special attention Moninder S Birdi 8

Commissioning & Operational Readiness for Airport Transfer (ORAT) SOFTWARE GLITCHES in an automated baggage- handling system force Denver International Airport to sit empty nine months after airplanes were to fill these gates and runways (top). Oct, 1993 Almost 300 flights have been scrapped and some 15,000 bags have been separated from their owners since the state-of-the-art terminal opened last Thursday. Airport operators have said the problems were triggered by glitches with the terminal's high-tech baggage-handling system. – Mar, 2008 Moninder S Birdi 9

Commissioning Consistency with system cutover issues is almost uncanny Airport system failures a tested and repeatable process Typical scenario: We are behind schedule so what do we do? Compress the Commissioning Process Streamline Testing (Not!) Moninder S Birdi 10

Operational Readiness for Airport Transfer (ORAT) Key processes include Obtaining required human and material resources Providing requisite training Conducting operational trials for assurance that adequate training has been provided Should be a Team Effort Contractor to communicate with Agency on related issues Project Manager to provide adequate focus on the ORAT process ORAT should be part of project planning Moninder S Birdi 11

Agenda Introduction Integrating Management Issues And ITS Cost Implications Conclusion Moninder S Birdi 12

Cost Implications Cost Factor Project Phase Identification of Management Issues Planning Design ImplementationOperations Moninder S Birdi 13

Agenda Introduction Integrating Management Issues And ITS Cost Implications Conclusion Moninder S Birdi 14

Conclusion Systems have to be developed in context of a management issue The ITS Solution Interface with Management Issues Important Early In the Process Important Late in the Implementation Process Should Never Leave any Systems Life Cycle Moninder S Birdi 15
