2 Current status Several RUs has already asked RNE to provide them the access to OBI First requirements concerning the content of reports collected from RUs Workshop organised in September 2017 Technical feasibility check already done to ensure the confidentiality of data If RU will have an access in OBI, the same filtering criteria as in TIS will be applied: In his report, only trains in which he is directly involved and for which he has a mutual agreements with cooperating partners signed will be included Filtering is automatically done based on the user login Commercial conditions and pricing model for RU access in OBI prepared by PM WG RU Access contract to OBI developed by LM WG TIS Change control board asked for general IM opinion by consulting all necessary experts within IM company (e.g. marketing, legal experts, etc.). (Results of opinion gathering presented on the last slide) 28 June 2019

3 Product portfolio Standard package will cover the following services:
1 OBI Licence with access to Standard reports Organisation of Kick-off meeting by RNE: Presenting the reports Training - Explaining the functions (Point lists, Train lists, etc.) Supporting the set-up phase (Point lists, Train lists, etc.) 1,5 man-day per year - for support, maintenance, updating, etc. from RNE side Invitation to annual user group meeting, organised by RNE The additional services might be requested and extra charged. 28 June 2019

4 Pricing model All prices are only coverring the additional RNE costs without any profit margin. Direct RNE costs: euros per man day. OBI costs: Initial costs per licence euros Yearly maintenance fee 300 euros Standard package OBI costs 750 Euros (1/3rd of Initial costs + Maintenance) RNE costs Euros (1 day training + initial set-up + 1,5 day support) Total price: euros per year 2nd Standard package for same company euros per year (no training costs included) Additional services Automatic schedule of report: euros per report Adaptation of standard report: 250 euros per report Additional report: Based on the budget offer 28 June 2019

5 Commercial conditions – part 1
Confidentiality issues If RU will have an access in OBI, the same filtering criteria as in TIS will be applied: In his report, only trains in which he is directly involved and for which he has a mutual agreements with cooperating partners signed will be included Filtering is automatically done based on the user login Trial usage Trial can be offered (minimum 1 week up to 3 weeks – depending on free licence availability) Maximum 3 trials in the same time can be offered (only limited amount of free licences available) Pre-payment of 500 Euros is required, to cover RNE costs for set up This amount will be then deducted from the final price OBI RU user contract Developped within RNE LM WG Preconditions for giving the licence (also needed for Trial usage) 28 June 2019

6 Commercial conditions – part 2
Standard reports included in basic package Developed by RNE JO based on RU requirements, tested and approved by PM WG List of reports and their description to be published (in OBI and/or RNE website) Free to use for every user with Standard package Additional user specific report RU specify requirements – send the template for New report RNE evaluates the feasibility, estimates the effort and makes budget offer RU accept the offer Functional specification meeting between RNE and RU RNE develops the report and test it Report offered to RU for testing When report accepted, published in OBI (in user specific folder) (PAYMENT SHOULD BE MADE) Performance Management WG might decide to include user specific report into the Standard reports folder (to make it available to other RUs as well) 28 June 2019

7 Final proposal TIS Change control board asked for general IM opinion by consulting all necessary experts within IM company (e.g. marketing, legal experts, etc.). *DB Netz: It has to be ensured that the RU are informed and warned about data quality issues and learn which areas are problematic in this regard. This can be done during the kick-off workshops with the RU. DB Netz is not willing to answer requests that result from analysis with insufficient data quality. Questions regarding RNE reports shall be handled and steered by RNE. *ProRail: Although we think it is a good thing to give acces to OBI to RU’s, we think the price will be too high for most of the RU’s and they just stick to their national reports The GA is asked to approve the offering of reporting services to RUs (in line with defined the commercial conditions and pricing model) and mandate the RNE Performance Management working group to develop RU-oriented reports (together with RUs).
