2 INTERIM STATUS OF COMMITTEE
Original intent with interim status of committee: To allow for the scrutiny of delegated legislation to go ahead while standard-setting legislation is drafted to provide for, inter alia, the standardisation and uniformity of norms and standards by overriding existing statutory arrangements in respect of the tabling of delegated legislation. The time lapse between the publication of the interim report of the Joint Subcommittee on Delegated Legislation in 2002 and the adoption of the resolution establishing the interim structure in 2011 was unforeseen. Original intention of interim status: To give Parliament time to draft standard-setting legislation

3 Way forward: The committee, as its work progresses, will eventually have to determine whether the lack of standard-setting legislation impedes its functionality and efficacy. If so, it can recommend to the Joint Rules Committee that such legislation be put in place. The interim status of the committee will also have to be revisited once enough time has elapsed to determine whether it is, indeed, the most appropriate and effective mechanism to fulfill Parliament’s task of scrutinising delegated legislation.
