2 Why Does DFID Support LRAP?
Because hunger in Lesotho: - is a long-term problem - won’t be solved by short-term fixes Because we need to diversify responses: - alternatives to traditional food aid programming - building self-reliance - encouraging a wider range of partnerships Because we want to support better policies and programmes.

(Joint reviews: October 2003, April 2005) Innovative Partnerships worked well Focused attention on the most vulnerable Energised UES at district level. National links? Extended twice More attention needed on assessing impact

4 Our conclusion But… LRAP offers excellent opportunity to influence:
- programme choices elsewhere in the region - Government of Lesotho’s food security policy - regional lesson-learning But…

5 Let’s be practical! We want to hear about impact and outcomes
- Beyond process: impact and outcomes on poor people What worked and what didn’t? Role of Government? Lessons for the food security action plan? And for future response to hunger? Priorities? Scaling up? Messages for Government, donors, UN, NGOs, media.
