Amend Procurement Ordinance to include Minority and Women-Owned Business Enterprise (M/WBE) program, add new program for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and continue current Small Business Enterprise (SBE) program. Establish M/WBE Program Certification Eligibility Requirements

Monitor compliance with M/WBE, and SBE goals Report compliance with M/WBE, and SBE goals Publish M/WBE, and SBE utilization reports

M/WBE and SBE subcontract goal attainment Eliminate Good faith effort Develop scoring system for use in RFP process Disparity Study recommended the use of a good faith effort to show attempts made by prime contractors to utilize M/WBE & SDVOB subcontractors. The City eliminated the use good faith efforts. Should develop a scoring system for utilizing good faith efforts in the RFP process.
