1 Driving Indiana’s Economic Growth Bidding Alternate Pavement Designs
David Andrewski, PE

2 ALTERNATE PAVEMENT DESIGN
A CONTRACT LET WITH DIFFERENT PAVEMENT TYPE OPTIONS (usually HMA & PCCP) TO BE BID AS EITHER OR BOTH OPTIONS. PAVEMENT ITEMS CAN BE BID SEPARATELY FROM COMMON ITEMS OR ESSENTIALLY TWO DISTINCT LISTS OF PAY ITEMS CAN BE BID. INDOT USES TWO DISTINCT LISTS.

3 WINNING BID A FACTOR IS ADDED TO EACH BID REPRESENTING THE PRESENT WORTH OF A 50 YEAR PAVEMENT LIFE CYCLE STRATEGY. THE LOW SUM IS THE WINNING BID.

4 HMA STRATEGY 20 Year Initial Design Life
Joint Seal at Year 3, 6, 9, 12, 15, & 18 Mill and Functional Overlay at 20 Years Joint Seal at Year 23, 26, 29, & 32 Mill and Resurface Joint Seal at Year 38, 41, 44, & 47

5 PCCP STRATEGY 30 Year Initial Design Life
Reseal Joints at Year 8, 16, & 24 Mill and Functional Overlay at Year 30 Reseal Joints at Year 33, 36, & 39 Mill and Resurface at Year 42 Reseal Joints at Year 45 & 48

6 FACTORS HMA - $2,353,504.28 PCCP - $1,480,742.91

7 WINNING BID HMA ($) PCCP ($) BID 22,154,963.32 22,290,308.03 FACTOR

8 WHY Attract More Bidders & Competition
Obtain Savings over Conventional Projects Develop a More Competitive Market Optimize Plant, Source, & Supplier Location
