1 Points of Contention How will big and small states be represented in Congress? New Jersey Plan States would get equal representation, no matter how big they were. Virginia Plan States would get representation based on population, with slaves counting for population.

2 In the end. . . The constitution went with both plans.
The big states got their wish with the Virginia Plan, and the house of representatives was created to represent states based on population. The small states got their wish with the New Jersey plan and the senate was created. Every state got 2 senators. Slaves were now counted as 3/5ths of a person.
