8 24.10.2013 8 Institutional care and housing services in social care 2012 Residential homes for older people had 13 587 clients and sheltered housing with 24-hour assistance 32 257 clients at the end of 2012. Compared with the previous year, the number of clients in residential homes for older people fell by 3.5 per cent, while the number of clients in sheltered housing with 24-hour assistance grew by 7.4 per cent. The structure of the service delivery system has changed. Use of sheltered housing with 24-hour assistance has constantly increased while use of residential homes for older people has decreased. At the end of 2012, institutions for people with intellectual disabilities had a total of 1 612 clients, which was nearly 7 per cent (6.7%) down on the previous year. By contrast, the number of clients in housing services for people with intellectual disabilities increased by 5.4 per cent, to 6 595 clients at the end of 2012. There has also been an increase in client numbers in psychiatric housing services.
