Request the book online for delivery to OCLC PICA, Leiden (don’t mind paying)
Return the book to Leiden public library
I would be almost happy if the book were to be delivered to the library as long as I could register online and could get some feedback from Leiden public library about what I needed to do to finalise my registration, e.g. bring proof of residence when I come in to pick up the item. I SHOULD NOT have to go in to finalise registration before the request is placed.

Not be asked if I am from Oxford (immediately I think I won’t get service)
Be able to ask for and pay for TOC and index copy
