theta real,

Theta is elevation angle from local horizon in degrees, Phi is azimuth angle from true north in degrees, gain is in dBi.

3. CID 96 January 2012 Comment: "Expected load" should be clarified.
Expectedload is not used in any of the systems change is with desired occupancy.

Comment: "Occupancy and total occupancy" should be clarified
Add below definitions to the system,
Occupancy is the percentage of the time that a TVBD network or device is actively transmitting in a band.
Total occupancy is the percentage of the time that a TVBD network or device and its neighbours are actively transmitting in a band.
Desired occupancy is the percentage of the time that a TVBD network or device should be actively transmit to achieve its desired or higher throughput.
