Financial Update The financial situation is an indicator for our Programme of Work. As you can see here, the programme implementation costs over time have remained stable at about 4M per year. Last year at this time we were in a precarious financial situation with all but 1 of our grants ending at the end of 2018 an no grants in advanced stages of negotiations. We slowed down our spending somewhat to ensure that we could finance salaries and activities for at least the 1st quarter of this year, while at the same time the Secretariat stepped up our fundraising activities.

If we look at the overall financial health of PARIS21 this year and in the future, you can see that for 2019, with the income that we have in-hand, we are 85% funded, but we expect to receive several large multi-year unearmarked grants, so 2019 will have a surplus. The flexibility that multi-year grants give to us means that we will be able to carry the surplus funding over from one year to the next and so, as you can see, our estimated CUMULATED funding gap for the next 3 years is close to nothing. This is a really positive development for the secretariat, who can spend more time on substantive issues and less time trying to secure funding. It also means more job security for our staff, so that we can attract and retain high calibre staff.

Financial Update This graphic shows how grants arrive: because many of the grants are multi-year, we can see - the turquoise line - that there are peaks and valleys in the way funding arrives. This year we expect several multi-year grants, so we have a big peak this year, but the grants will actually be used over several years, so the orange line is a much more representative of the funding we have each year.

Financial Update We have been making an effort to broaden our donor base and have been seeking funding from new donors. In this way, PARIS21 decreases its financial risk of being dependent on one donor and no single donor carries too heavy of a financial burden. This year we expect to have 9 different donors.

Financial Update The trend is for more earmarking in grants. From 2012 to now, you can see that the number of earmarked grants has really increased. The secretariat has been working hard to get multi-year unearmarked funding, and this year we should have about 1/3 of the grants earmarked and 2/3 unearmarked.

Financial Update: Current situation
funding 85% secured No core funding in-hand yet for 2020 Several new multi-year unearmarked contributions under negotiations to fully fund 2020 and 2021. Very positive outlook for PARIS21’s future! So in summary, the Secretariat’s fundraising efforts have paid off. The current situation for 2019 is that our work programme is nearly fully funded already and we expect a surplus for the year with the new grants under negotiations or in discussion. While nearly all of the grants that we currently have in-hand will come to and end this year, with the new grants that we are negotiating, we expect to be fully financed in 2020 and 2021 as well. So I’m happy to say that PARIS21 has a very positive outlook for the coming years.
