1 Reclassification of some surfactants due to update on CLP Regulation

2 An amendment to reflect the changes in surfactants classification due to the adaptation to technical and scientific progress of the Regulation (EC) No 1272/2008 of the European Parliament and of the Council on classification, labelling and packaging of substances and mixtures has been prepared. Annexes of Decisions 2011/263/EU, 2011/264/EU, 2011/382/EU, 2011/383/EU, 2012/720/EU and 2012/721/EU are therefore going to be amended accordingly.

3 The draft Commission Decision grants a derogation for surfactants meeting the requirement for classification as H412/R52-53 (Harmful to aquatic life with long-lasting effects), in total concentrations (provided that they are readily degradable and anaerobically degradable) lower than 25% in the final products in all referred 6 PGs. Moreover, it grants a derogation for surfactants meeting the requirement for classification as H411/R51-53 (Toxic to aquatic life with long-lasting effects), in total concentrations (provided that they are readily degradable and anaerobically degradable) lower than 2,5% in the final products for 'Hand dishwashing detergents'.

4 ICS procedure just started.
To derogation table in EU Ecolabel criteria for Hand Dishwashing Detergents (+ related A&V text): Surfactants in total concentrations < 25 % in the final product**** H412: Harmful to aquatic life with long-lasting effects R52-53 Surfactants in total concentrations < 2,5 % in the final product**** H411: Toxic to aquatic life with long-lasting effects R51-53 (****) This exemption is applicable provided that they are ready degradable and anaerobically degradable. To derogation table in EU Ecolabel criteria for all other 5 Detergents and Cleaning products (+ related A&V text): Surfactants in total concentrations < 25 % in the final product**** H412: Harmful to aquatic life with long-lasting effects R52-53 (****) This exemption is applicable provided that they are ready degradable and anaerobically degradable. ICS procedure just started. Adoption foreseen by the end of November 2013.
