Restating the question happens to be the easiest step, but it is almost probably the most important step in the process because it gets the writer off on the right foot. This is a real life skill. People use restating to give themselves another minute to think about the answer and to confirm that they have indeed understood the request.
Good communicators do this in real life. Ardith Davis Cole has some great action research based information in her book , Better Answers.
