Developed the Compromise of plan, in which:
Fugitive slaves who escaped to the north for freedom must be returned or citizens risk $1,000 fine and a 6 month prison sentence
California was admitted to the U.S as a free state
Insisted on allowing Western States be slave territories
He felt that southern slave owners held the rights to their “property” (slaves) and they should be returned
Believed that the southern states should secede from the United States if Congress could not come to an agreement
