2 Background Pakistan one of the least contributor of GHG emissions is one of the most vulnerable countries (Global Climate Risk Index). Major disasters-floods (2010, 2011, 2012, 2014) and persistent drought manifests the impact of CC Consequently, GOP’s National Climate Change Policy 2012 and its Implementation Framework 2013 emphasizes mainstreaming climate change into policies, strategies, plans and budget. However, the efficiency of policy implementation is reflected in the adequacy and predictability of budget allocations

MTBF adopted across the GOP since 2012 provided an opportunity Climate Change proposed to be integrated in MTBF in CCFF MOF, MoCC, MoWR and UNDP experts commenced a dialogue for the integration process FGDs and awareness activities with sector experts and budget wing of MoWR

9 Moving Forward Collaborative Research to inform MTBF for FY of Ministry of Water MOWR experience worked as a catalyst- Ministry of Food at the federal level and Khyber Pakhtunkhwa Province MoWR can now articulate its climate change relevant expenditure providing tangible evidence for resource mobilization Capacity building in project formulation, prioritization and appraisal is the key to continuity of these reforms With systems introduced to ensure transparency and fiscal discipline, focus now should be mobilization of finances
