Refer to facts whenever possible Be knowledgeable of how previous solutions turned out; refer to those previous solutions and outcomes Have realistic goals that can be met through realistic methods Provide specific methods for how the plan would work in the global environment Be as specific as possible Who, Where, What, When, How

4 Funding The United Nations Annual Budget
Research how much the UN allocates towards certain programs (specialized budgets) Member Countries Member states with high GDPs may have the ability to contribute towards a project Middle-income states can be encouraged with incentives More “internal” sources Using any of these sources requires ample research in order to realistically demonstrate how these sources would provide money. Further funding from “external” sources would be needed

World Bank, International Monetary Fund Regional banks (ex. European Central Bank) Regional groups (ex. Organization of American States) Other groups (ex. Organization for Prohibition of Chemical Weapons, UN Foundation)

6 Using the Private Sector
Refer to multinational corporations, particularly those who would be interested in the cause and be able to assist in funding/executing the plan Possibly encourage countries to provide tax incentives to companies (within their borders) that provide funding/labor for the plan or help spread awareness DO NOT propose this if your country is financially unstable or has many loopholes in the tax system (ex. Latin America) Possible alternative: Priority in government contracts

7 Non-Governmental Organizations
Example of use: Third World Network (an NGO) works with the UN Conference on Trade and Development They receive money from policy-making organizations/foundations, the private sector, and voluntary donations However, most NGOs are not strong/rich enough to fund plans They execute programs Perform services Let citizens know about initiative

8 Executing Specific Plans
Committees themselves (usually) cannot physically accomplish the plans; they have neither the manpower nor the jurisdiction Acquire labor to carry out action by inviting: Intergovernmental organizations Semiofficial organizations Related NGOs Governmental branches that would be interested in the cause Non-governmental agencies

9 Executing Specific Plans
Encourage the aforementioned organizations to spread awareness about the cause and the plan via: Social media Community outreach Pop culture Encourage states to establish education curriculums about the cause (if applicable as a solution) Design a guideline Be specific in your details: What are the key points for the curriculum? Primary or secondary schools? Etc.

10 Keep in Mind Be aware of national sovereignty
Be knowledgeable of where action can take place Most committees cannot require countries to do something Use the verb “encourage” in your operative clauses The committee cannot call for any military action Exceptions: Security Council, most historical/crisis committees, etc. Remember: Not every country has the means, or even the desire, to participate in the plan

13 How To Put This On Paper Address specific organizations and other groups in the operative clauses Ex. “Requests funding from [group name] in order to implement [actual plan]” Mention allocation of resources other than money as well Ex. “Invites [group name] to allot a set of volunteers/physical objects/staff/financial resources to monitor/execute [actual plan]”
