1 Identification of BART-Eligible Sources in the WRAP Region
An Update for the WRAP Stationary Sources Joint Forum February 24, 2005 Salt Lake City, UT

2 What Is a BART-Eligible Source?
A stationary source is BART-eligible if … it belongs to one of 26 source categories, has emission units which were “in existence” on 8/7/77 but “not in operation” before 8/7/62, and has a potential to emit more than 250 tpy of a visibility-impairing pollutant across all date-eligible units. A BART source may be a portion of a facility

3 Project Objectives Develop and maintain a regional database of eligible and potentially-eligible sources, their emissions, and current controls Promote consistency in how sources are being identified across the region Establish a common method and preliminary list of sources

7 Next Steps (Under Current SOW / Resources)
Draft report and database are complete, but need to double check our conclusions on eligible and ineligible EGUs Distribute draft report to SSJF members and all states and tribes, post on WRAP website Proivde 45-day comment period States, tribes serve as conduits for review Primarily interested in quality and clarity of report, methods used, and presentation of results Specific eligibility info will be accepted, but this is expected to occur over the next several months

8 Next Steps (After Final Report)
Resolve the likelies, potentials, and don’t knows at the facility level States, tribes serve as conduits for updating BART-eligibility database For non-EGUs, determine which part of the eligible facilities are BART-eligible Level of effort may depend on whether implementing BART or an alternative program Alternative program may require less certainty and unit-level specificity, especially if program is certain to include all eligible sources (e.g., all sources > 100 tpy) and provide for greater reasonable progress
