Historical neglect and low prioritization by the potential funders;
Deeply entrenched social stigmatization;

Prolonged civil wars and instability in the country.

Existence of a streamlined BTVET management structures and processes – thereby eliminating unhealthy competition;
Introduction of a more coherent policy framework for BTVET – leading to scaled up resource inflows and a more robust provision for quality assurance;
Introduction of BTVET delivery modalities that ensure greater flexibility, relevance and cost-effectiveness;
