May 1777: Georgia’s First State Constitution adopted at Constitutional Convention in Savannah
Eight counties formed: Burke, Camden, Chatham, Effingham, Glynn, Richmond, Wilkes, and Liberty along the Savannah River and the Barrier Coast
They established a government similar to the Articles of Confederation with a unicameral legislature
Governor served 1 year term and was appointed by the legislature

Council could overrule the governor’s decisions
