9. MINUTES OF THE ANNUAL GENERAL BODY MEETING HEDL ON 31-01-2016 AT
MESCO GRADES SCHOOL, MALAKPET AT 10:00 A.M
The meeting was called to order at 10:00 a.m and it was deferred for two hours to reconvene at 12:00 noon as the quorum to hold the meeting was incomplete as per the MESCO Constitution.
As per the attendance register 32 members were present.
12:00 Noon: The Honorary Secretary conveyed his salaams and called the meeting to order and informed the members that The Honorable President Dr. Shamshad Hussain is not well and hence indisposed and the meeting will be Chaired by Senior member Managing Committee Dr. Ghouse Mohiuddin Ali.
He requested Dr. Ghouse Mohiuddin Ali to kindly Preside over the meeting and take his seat on the Dias, he then requested the other members, Honorary Treasurer Dr. M. Samiullah Khan, Members, Dr. M.A. Rafeeq, Director, MDC Dr. Mohammed Iftekharuddin & Chief Administrative Officer MDC Dr. K. Zama Khan to occupy seats on the dias.
The Honorary Secretary requested the Chair to preside over the meeting, the Chair requested the Honorary Secretary to take up the agenda of the meeting point by point.
Item No. 1. The Honorary Secretary requested Moulana Rizwan to start the meeting with recitation of Holy Quran. Moulana Rizwan recited the verses from Holy Quran. The Honorary Secretary thanked the Moulana.

10. Item No. 3. Confirmation of Minutes of the meeting held on : The Honorary Secretary informed the members that Dr. Mir Wajahath Ali was to present the agenda item but due to certain urgency needs to go and he is permitted.
He requested Dr. M.A. Rafeeq to present the Minutes of the last AGB meeting held on :
Dr. M.A. Rafeeq thanked the Honorary Secretary, conveyed his salaams to all the members and read out the minutes of the meeting and placed it before the committee for approval.
The members gave a patient hearing and unanimously confirmed the minutes as proposed by Dr. Syed Abu Hanifa and seconded by Dr. Mehdi Inamdar. (The minutes are available on
Item No. 4 Approval of Budget for the Financial Year 2016 – 2017: The Honorary Secretary requested the Honorary Treasurer Dr. M. Samiullah Khan to present the Budget for the F/Y for approval by the General Body members.
Dr. M. Samiullah Khan thanked the Honorary Secretary and before taking up the agenda conveyed his salaams to all the members on dias and the members of the august body and requested the members to pay attention to his presentation and Multimedia display.
The highlights of the Budget for the F/Y is as follows;
Income proposed for the Financial Year Rs.177,000,000.00
Expenses Proposed for the Financial Year Rs.134,000,000.00
Surplus of income proposed for the Financial Year Rs. 43,000,000.00
The Honorary Treasurer also informed that the budget proposed for the F/Y provides for the Capital Expenses (Acquisition of Fixed Assets) for the existing projects of MESCO of Rs. 3,10,00,000 (Rupees Three Crores Ten Lakhs). Reserve for creation of assets for the new medical centres at Delhi, Lucknow & Kolkata has been proposed for the balance amount of the surplus Rupees One Crore Twenty Lakhs. (Rs. 1, 20, 00,000.00).
The members gave a patient hearing and the Budget proposed for the Financial Year was placed for confirmation. The members approved the Budget for the F/Y proposed by Mr. Mirza Waris Baig, Seconded by Dr. Mehdi Inamdar.
The Honorary Secretary thanked Dr. M. Samiullah Khan and requested Dr. Mohammed Iftekharuddin to present the next item of agenda.

11. Item No. 5. Presentation of Audited Accounts for the financial year : Dr. Mohammed Iftekharuddin conveyed his salaams to the member of the august body and read out the details of the audited accounts and also requested the members to pay attention on the figures displayed through Multimedia presentation.
Dr. Mohammed Iftekharuddin informed that Alhamdulillah the overall functioning of the organization has been good, due to the effective management of the state of affairs of the organization.
He also informed that the total strength of the employees is 550 working in projects of MESCO.
At last the thanked Allah for His guidance and help in carrying out the day to day activities of the organization, he also thanked the members on the dias, members of the august body, Conveners / Directors of MESCO projects and appeal to them to monitor financial activities of respective projects within the allocated budget and also to put their best efforts in improving the revenue and also cut down the expenses following austerity measures.
He also thanked the Accounts Department, Auditors and Chartered Accountants for their support and guidance.
The audited accounts were placed before the members for confirmation, the members of the august body unanimously approved the audited accounts for the F/Y , proposed by Dr. Mohammed Mohsin and seconded by Mr. Mohammed Farooq Ahmed. The audited accounts are available on the website
The Honorary Secretary thanked Dr. Mohammed Iftekharuddin for his presentation and with the permission of Chair took the next agenda item.
Item No. 6. Presentation of Annual Report 2015: The Honorary Secretary Dr. Fakhruddin Mohammed Conveyed his salaams to the Office Bearers on dias and to the member of the august body and requested the members to kindly pay attention to the multimedia presentation.
He informed the members about the registration of organization with various bodies, registered with Registrar of Societies, Government of AP, Labour Department, Employment Exchange, Employees, Income Tax and Ministry of Home Affairs for FCRA, etc
For the information of the members the Honorary Secretary read out the Mission and Vision of MESCO, informed them about the tenure of the six (6) long term members and also the nomination of new short term members for the period The term of the existing Managing Committee is

12. With regards to the activities of MESCO Diagnostic Centre, a total number of 15,900 cases were allocated by GAMCA during the year 2015, he also informed that the Medical Examination for the expatriates going to State of Kuwait is stopped in GAMCA and agency called Khadamat Solutions having its Branch at Mumbai is doing the medicals for State of Kuwait.
He also informed that the GCC has issued notification for accrediting new medical centres in Delhi, Lucknow & Kolkata, and is the last date to apply, we have applied for all the three centres , he also informed that we have identified place in the premises of Jamait Ulema-e-Hind, ITO, New Delhi and we are tying up with Existing Medical Centre called Harmain Medical Centre at Lucknow at both these places we will be enterering into agreement and at Kolkata we will be establishing independently.
He requested the members to pray in getting all the centres accredited.
The Honorary Secretary gave a brief activities report of the various projects in Hyderabad and also at the projects collaborating with MESCO in UP, Haryana, Delhi, NCR, Karnataka and other Districts of the Country.
He also emphasized the need of adding new and young members who has to come forward in strengthening the organization, also he requested the members to spare their valuable time and take responsibility in any projects of their choice, also to give suggestions and their valuable guidance, support to MESCO.
The members gave a patient hearing and also reviewed the multimedia presentation and the Annual Report 2015 was placed for discussion and approval.
Dr. Mohammed Mohsin suggested having MESCO Hospital, he also suggested to give concessions for diagnostic test to Madarasa Imams and students. Dr. M.A. Rafeeq praised the suggestion of Dr. Mohammed Mohsin and requested to consider giving 50% concession to the Imams and Madarasa Students, he also suggested considering opening a Primary Health Clinic in slum area which will be helpful for the poor.
The Honorary Secretary requested the Chief Administrative Officer, MESCO Diagnostic Centre Dr. K. Zama Khan to reply to the suggestions of the members giving concessions to Madarasa students.
Dr. K. Zama Khan said how to identify the Madarasa students, shall we consider the Madarasa recognized by the Telengana Waqf Board or by some communities, but we may consider the suggestions of the members.
The Honorary Secretary informed the members that the rates of Diagnostic Tests are 1/3rd less compared to other Diagnostic Centres in the vicinity at MESCO Diagnostic Centre and the reporting is also of high standard, he also informed that we are now going for National Accreditation Board for Testing and Calibration Laboratories (NABL) which will further enhance our image, as suggested by Dr. M.A. Rafeeq we are identifying location for Primary Health Clinic.

13. With regard to the setting up of MESCO Hospital the Honorary Secretary informed we have land available at Mustaidpura, Malakpet he requested the members to identify the sources for generation of funds and the need is have quality hospital.
Dr. M. Samiullah Khan suggested considering giving 50% concessions for basic investigation to Masjids Imams and Madarasa students.
The annual report 2015 was approved by the members unanimously proposed by Mr. Mohammed Farooq Ahmed and Seconded by Dr. Syed Abu Hanifa.
Item No. 7. Appointment of auditors for the Financial Year : The Honorary Secretary informed the members the services of M/s. Amanullah Khan & Sons Chartered Accountants is to be continued for the Financial Year , the present remuneration is paid Rs Lakh and if the committee approves we may enhance to Rs. 1:50 for the F/Y

Item No. 8. Presentation of Suggestions / Resolutions: The Honorary Secretary informed the members that we have received only one suggestion from Mr. Syed Mujeebuddin wherein he has
stressed the need of enrolling new members so that the responsibility can be shared and in this regard he suggested that many of the children’s within MESCO have completed degree in medicine and even post graduation, if we arrange a lunch or dinner for final year medical students of minority colleges and explain them about MESCO activities, we can find some dedicated & sincere doctors who may be trained as future Honorary Secretary & Director. He also said that he is even ready to offer one Lunch / Dinner.
The Honorary Secretary thanked Mr. S. Mujeebuddin and said that it is good suggestion and requested him to initiate the process and in coordination with Dr. M.A.Rafeeq invite the young doctors from Shahdan we may get some PG students Insha’Allah.
Item No. 9: Presidential Address: The Honorary Secretary requested Dr. Ghouse Mohiuddin Ali to address the august body.
Dr. Ghouse Mohiuddin Ali conveyed Salaams and said Alhamdulliah during the past 35 years MESCO has achieved a lot, he congratulated the Honorary Secretary Dr. Fakhruddin Mohammed for his dynamic efforts and also the other members of the organization.
He said that the Arabic Language programme is a unique programme and appreciated the efforts put in by the Arabic department, He said that we lack in sports activities and to encourage the students we must have regular sports programme and distribute prizes in different categories.
He also agreed for the suggestion of Dr. Mohammed Mohsin and said if budget permits and if get some donation we must plan to construct a 200 bedded Hospital & affiliate to Pharma .D, with regard to a Primary Health Clinic in slum areas he is of the view that the refugees of Burma are malnourished and if we extend our services to slum area we must extend the facilities to these refugees.

14. He also said that to commemorate the services of the founder / senior members who have passed away we must give Gold Medals to Brilliant Students. At last he requested all the members to pray for the benefit of the organization.
Any other matter: The Honorary Secretary requested Mr. Jawad Haqani, who designed the MESO Calendar 2016 to brief the members about the concept of the Calendar. Mr. Jawad Haqani briefly explained the concept of MESCO Calendar 2016, the members gave a patient hearing and appreciated the design and concept of the Calendar.
Item No. 10. Vote of Thanks: The Honorary Secretary requested Dr. K. Zama Khan to present vote of thanks.
Dr. K. Zama Khan conveyed salaams and thanked the President for his nice speech, he thanked the Honorary Secretary and said he is doing great work for the organization, he thanked Dr. Mohammed Iftekharuddin, Dr. M. Samiullah Khan & Dr. M.A. Rafeeq for their presentation, he thanked Dr. M. Mohsin & Dr. M.A. Rafeeq for their suggestions, he said the audience were giving a patient hearing and thanked all the members, all the staff, Accounts Department, Admin Department and MESCO Grades School Malakpet Administration department.
The meeting came to end with Dua by Moulana M. Giyasul Islam Rahmani, followed by Namaz-e-Zohar & Lunch.

MESCO Diagnostic Centre is recognized & accredited by Health Ministers Council for G.C.C States, Riyadh Kingdom of Saudi Arabia for conducting pre-employment Medical Examination on persons & their families travelling to GCC Countries.
NABL - National Accreditation Board for Testing and Calibration Laboratories: The Final Assessment of MESCO Clinical Laboratory completed in December 2016 and few nonconformities raised during audit are closed and we hope to get the NABL accreditation Insha'Allah
 ACCURATE RESULTS AT REASONABLE COSTS
A modern Medical Diagnostic Centre laboratory with advanced equipment like Digital X Ray, Automatic Cell Counter, AXYM a fully automatic high precision analyzer from Abbot USA used for conducting all the special tests like hormones, Cardiac makers, Cancer makers etc. ECG, Ultrasonography etc. All the equipment being handled by a team of qualified and experienced doctors and technicians always endeavoring to maintain quality and accuracy.

28. ULTRA SOUND TRAINING PROGRAM: A very useful and popular program through which scores of female doctors are being trained in abdominal and pelvic scanning over the past twenty five years.
MESCO DENTAL CLINIC: A modern Dental Care facility managed by a team of specialists in various dental specialties providing quality dental care and treatment to the public at reasonable cost.
MESCO INSTITUTE OF PHYSICAL MEDICINE AND REHABILITATION: Alleviating pain and suffering of people by a combination of qualified and experienced personnel with modern equipment. People come in pain but go out smiling.

As Saalmualikum,
I congratulate you all on this occasion and convey my sincere gratitude for your continuous support and advice / suggestions in successfully completing one more year of yeoman service in the field of Health & Education.
During the last one year I was taking active deliberation in the Managing Committee meetings and after carefully taking into consideration important decisions were taken and resolved by the Managing Committee.
As we all are aware that the major revenue generation is from the Medical cases we receive for the GCC Countries, and to further to add up some new units at Delhi, Lucknow & Kolkata, the Managing Committee in its meetings thoroughly discussed and resolved to setup Modern Medical Centres at Delhi, Lucknow & Kolkata for accreditation by GCC during March 2016, the Honorary Secretary Dr. Fakhruddin Mohammed had a very hectic schedule and he was completely involved setting up these Medical Centers as per the guidelines of the GCC.

30. It is very unfortunate that the GCC Technical Committee team after inspecting the said centres has denied permission and it came as major setback to MESCO. We are in the process of finding possible options in running these medical centres and also to reapply to GCC in near future.
Perhaps the most distinctive attribute of MESCO in its 35 years has been its deep and unwavering commitment to open discourse, free expression, and the most important is transparency and accountability, on this day it is time to remember our founder members / well wishers and all those who were associated with MESCO and today they are not with us, I pray May the Almighty Allah grant them place in Jannah. What MESCO is today is possible only because of the thoughtful contributions of the past members and the legacy of MESCO is carried forward by the present office bearers, the General Body members, Head of the Departments, Staff, faculty, students, civic and community leaders, and neighboring residents.
On the Occasion of the General Body Meeting 2017, we are called upon to renew and deepen the meaning of this legacy, contributing to the shared creation of understanding in a context of free expression and open inquiry. I am grateful for the dedication that our Conveners / Director & the Head of the Department, staff, students and friends have demonstrated in the past year to the Organization.

31. Dear Members & Friends,
As Salaamualaikum,
It gives me great pleasure to share the activities of MESCO during its Annual General Body meeting. The year was eventful with new projects / establishment of top in class three (3) medical centres at New Delhi / Lucknow & Kolkata these centres were setup to get accredited by the GCC, Riyadh, Kingdom of Saudi Arabia, they were inspected by the GCC Technical Committee Team in March 2016, and it is very unfortunate that we could not get the permission at all three places, efforts is on to run these medical centres as General Diagnostic Centres and also to present it again for inspection by the GCC Technical Committee Team.
Our accomplishments for the year 2016 included our continued association with our patrons / sponsors and partners. I am happy to state that we have started construction works activity at Gandipet, Himayathnagar, Village and Insha’Allah Delhi Public School, World Foundation.

We, at MESCO are committed to investigating new ideas for advancement and quality Diagnostic Results and I am happy to put on records that Insha’Allah soon we will be getting NABL (National Accreditation Board for Testing and Calibration Laboratories) thereby expanding our scope of work and our reach in Hyderabad.
On this occasion I also take this opportunity to thank Consultants / Doctors/ Administrators / Technicians for putting their best efforts in readying the MESCO Diagnostic Centre to the level of NABL.
I also take this opportunity to inform the members that, we had a setback as the All India Council for Technical Education has not permitted MESCO College of Pharmacy to take admissions for B. Pharmacy Course the academic year , we have file petition in Delhi High Court and hope that from the academic year we may be permitted, the 6 year Pharma.D course is running satisfactory.
MESCO Grades Schools, are achieving good results and MESCO endeavor is to provide Quality education, as you are all aware that we have started Hifz Classes al Malakpet, The MESCO ALEEF (Arabic Language & English Education Foundation) is running smoothly.

33. I request the members to identify the young & youth professional to come forward and take active part in building MESCO, my sincere thanks to the President and the Members of the Managing Committee for assigning me with the responsibilities and continued support.

PRESENT SITUATION
1. Majority of students cannot read the Noble Quran with Tajweed and understand the message even as they complete their highest level of education. They do not practice correct Islam and depend on others for explanation leaving themselves open to exploitation by others. These students are unable to present the message to others.
2. They do not have correct knowledge or understanding of the life, character & personality of our Prophet Mohammad SAS.
3. Muslim students deviating from Islamic way of life and values (Quran + Sunnah) due to lack of knowledge are becoming wrong doers and bad examples in the society.
4. They do not have any respect for parents, elders and others in the Society.
5. Younger generation increasingly is becoming impatient, intolerant and aggressive, more & more indulging in Alcoholism and other forms of addictions.
6. There are several social, moral, cultural, economic and other problems evidenced & experienced by one and all in the society that need preventive and corrective measures

TERMS OF IMPLEMENTATION
1. MESCO Arabic Language & English Education Foundation (ALEEF) Program to be made available to all & compulsory for all the Muslim students at schools and colleges.
2. To allot 4 – 6 periods a week for each class. 3. Train existing Arabic, Islamic Studies & Theology Teachers, and or to appoint qualified & trained teachers as per requirement.
TEACHERS TRAINING TO BE DONE BY MESCO.
a). AALIMS (Scholars) to be trained for one month annually from 1st to 30th May at Hyderabad or as per requirement at any other place in India or abroad. They are given a revision of Tajweed and MESCO Arabic curriculum and also English Language, Teaching Methods, Computer skills, Personality Development skills etc. Presently training is also held annually at Bhopal, Indore, Delhi, Aligarh, Mangalore, Chennai, wherever more than 50 candidates are enrolled.
b). Graduates, B.Ed, D.Ed, Aalims or Hafiz-e-Quran to be trained for six months at MESCO. They are taught Tajweed & Recitation of Quran with Tajweed, Arabic Grammar, Vocabulary and language of Quran the technique to understand Quran without the assistance of any translation. They are also taught Seerath-un-Nabi (SAS), basic Islamic knowledge, English Language, Teaching methods, Computers and Personality Development skills etc. so that they become efficient MESCO Arabic teachers at schools and colleges especially in an English speaking environment. On completion of the course they are awarded Diploma Education in Arabic Language (D.E.A.L) after evaluating them by conducting an examination at the end of the course. 1. Easy Tajweed for Class II or any class from II to X Standard or College students or even Adults who have not learned Tajweed so far. After teaching “Easy Tajweed”, recitation of Quran is taught.

3. Work Book III – III Standard
After completion of Recitation of Noble Quran, language of Quran is taught, as follows in
PHASE – II.
1. Grammar Book I – 4th Standard + Work Book I
2. Grammar Book II – 5th Standard + Work Book II + Translation of 20 last Suras of 30th Para.
3. Grammar Book III – 6th Standard + Work Book III + Translation and analysis of Surah Kahaf
4. Grammar Book IV – 7th Standard + Work Book IV + Translation and analysis of Surah Kahaf
5. Grammar Book V – 8th Standard + Work Book V. + Translation and analysis of rest of Surahs
Note: Those who cannot Recite Quran with Tajweed must be taught to recite Quran first only then they should be taught language of Quran.
The above curriculum is condensed and is taught for 6 months or 2 years as per the requirement to college students and adults to obtain the same results.
EXTENT OF THE PROGRAMME
1. About 300 or more schools all over the Country have already adopted the programme and about 3, 00,000 students are enrolled in the program at present.

The scope of the programme and possibility of expansion is infinite as it has to reach each & every student and individual.

Send Aalims for one month and graduates Aalims and Hafiz for six months to Hyderabad for training (no charges except travel expenses to & from Hyderabad) so that they become effective teachers in the schools / colleges in your area. All expenses on training are borne by MESCO - ALEEF

Three observers were deputed by Aligarh Muslim University, Aligarh viz. Prof.Muzzamil, Prof.Majid and Prof.Anees Ahmad, on 9TH April,2016 to take care of the pre and post examination arrangements for smooth conduct of MBBS/BDS Entrance Test at MESCO Grades High School, Malakpet, Hyderabad.
The Entrance Test was conducted on 10th April, 2016 from 11.15am to 2.15 p.m.
Out of 972 allotted at the centre 837 were present.

HAMDARD STUDY CIRCLE, NEW DELHI
Conducted the entrance test for UPSC Civil Services Preliminary Examination Coaching Programme of Hamdard Study Circle on 18th September, at MESCO Grades, Malakpet, as per the schedule.
A total number of 27 candidates were allotted at our centre, of which 24 candidates were present. The entrance test timings were from 10.00am to 4.00p.m.

Conducted the entrance test for Six months free Residential Coaching Programme for UPSC Prelims 2017 offered by Shaheen Civil Services Academy, Bangalore on 8th October, 2016 at MESCO Grades, Malakpet, Hyderabad.

88. FREE MEDICAL & HEALTH CAMP
A two day Free Medical & Health Camp was organized in memory of senior members of MESCO for Male & Female from 9.30 am to 3.00 MESCO Diagnostic Centre. The Free Medical & Health Camp for Female was organized on 20th December,2016 & Male on 21st December, The faculty from the Departments of General Medicine ;Gynecology, Cardiology Orthopedics & Dermatology participated in the medical camp. A total of 500 members were benefitted by the camp.
