1 An Introduction to the IEA and the IEA Greenhouse Gas R&D Programme (IEA GHG)

2 Introduction What is the IEA ?
The ‘International Energy Agency’ operates within the Organisation for Economic Co-operation and Development (OECD). It carries out programmes of energy co-operation. Most of the OECD’s 30 member countries take part. Participation is also open to industry and non-OECD countries. IEA is Paris-based. Involved in all sorts of initiatives. G8 – Early Opportunities workshops -1st in S/fran 22-23rd Aug Many have come to know its World Energy Outlook Although an OECD governmental organisation, industry and non-OECD countries can take part

4 The IEA’s Energy Technology Network
IEA GOVERNING BOARD CERT – Committee on Energy Research & Technology Fossil Fuels Working Party This is how we fit in to the organisation. Member countries and the IEA Secretariat feed into all 4 levels 5 working parties – fusion, renewables, end-use, hydrogen WPFF acts as focus for 6 IAs Implementing Agreement: IEA Greenhouse Gas R&D Programme

5 Introduction to IEA GHG
The IEA Legal Framework: Common rules for participation in IEA Implementing Agreements (IA). These IA are listed at Participants can be: Contracting Parties (intergovernmental organisations, countries & designated representatives) Sponsors (private sector enterprises not designated by a government) IEA GHG is a IA in which the Participants contribute to a common fund to finance the activities. Funding is approximately 2.5 million US$/year. Most agreements are task sharing but many variations.

6 IEA Greenhouse Gas R&D Programme
Started in It now has16 years of experience. Aim is to: Provide members with definitive information on the role that technology can play in reducing greenhouse gas emissions. Been in existence for 15 years. Responsible for first getting CCS into IPCC SAR as a mitigation option. Major on CCS but is only one of the options.

7 What does IEAGHG do? 3 Main activities: Aimed at answering:
Generate technology and market information Confidence building Information dissemination Aimed at answering: How do mitigation options compare? Can the option be done safely and legally? What needs to be done to introduce the mitigation option and be confident it will be successful? Much wider circle of participants no longer just technologists – now includes lawyers, regulators, financiers, insurance industry, etc.

8 IEA Greenhouse Gas R&D Programme
IEA GHG aims at producing information that is: Objective. In evaluating the relative merits of CO2 mitigation options Trustworthy. All IEA GHG studies are: Reviewed by external Expert Reviewers Subject to review of policy implications by Members For example have looked at several biomass applications when we do such work we liase with other IA’s Perhaps of most interest in this forum is work we have done on transport.

10 IEAGHG’s International Summer School
New Initiative Annual summer school for about 50 invited students Encouraging developing country participation 1st school was in Germany in August 2007 Next planned for Canada in summer 2008

11 Carbon Management Needs
We need to show that: CCS is safe and affordable. No significant environmental effects Demonstrations needed of: Integrated CO2 Capture and Storage projects. Permanence of underground CO2 storage.
