… to provide a venue for the leaders of the Participating Standards Organizations and the ITU to:
Freely exchange information on the progress of standards development in the different regions and the state of the global standards development environment; and
Collaborate in planning future standards development to gain synergy and to reduce duplication.
Further, the mandate of GSC is to provide a venue for the leaders of the Participating Standards Organizations to:
Support the ITU as the preeminent global telecommunication and radiocommunication standards development organization.
GSC is not a standards development organization.”

5. Revision of Resolution GSC15/08 “ICT and the environment”
Considering:
a) that in Kyoto, in December 1997, the world took concrete steps to mitigate global warming with an international agreement to limit and reduce greenhouse gas(GHG) emissions; and the UN Framework Conventional on Climate Change (UNFCCC) will hold its next meeting, COP-16, in Cancun, Mexico from 29 November to 10 December, 2010;
g) that the need for continuing studies on the impact of ICT and the environment, the safe disposal and recycling of discarded ICT equipment and environmentally sound management of e-waste were highlighted in Council Resolution 1307 (Geneva, 2009) and Resolution [COM3/6] (Hyderabad, 2010) of the World Telecommunication Development Conference;
h) that Universal Power Adapter standardization to reduce the electronic wastes caused by the inability to reuse a power adapter has been undertaken by ITU-T Study Group 5 on new Recommendation L.1000 (L.adaptor): “Universal power adapter and charger solution for mobile terminals and other ICT devices”, by IEC on Micro USB battery charger interface and also by IEEE Standards Association. In addition, PSOs are also active in this area;
i) that power feeding systems using High Voltage Alternating and Direct Current (HVAC and HVDC) could result in a high system effectiveness, and could lower energy consumption;
j) that the standardization of Smart Grid and Cloud Computing, which are expected to contribute to reducing energy consumption, has started in the PSOs/Fora as well as the ITU-T;
s) that cooperative Intelligent Transport Systems (ITS) currently being standardized by PSOs provide an important tool to improve traffic management and traffic efficiency which will strongly contribute to reduced vehicle fuel consumption. ITS has therefore a high priority on the political environmental agenda;

9. Approval of new/revised Questions
New Question on Rural communication [Setting up a low cost sustainable telecommunication infrastructure in rural areas of developing nations] COM 5 – C 177
“The subject was discussed during the World Telecommunication Development Conference (WTDC-10), and it was felt, that it fits better in the work of ITU-T SG5.
VNL proposes that this new question be studied within SG5 WP3/5.”
The wording of the new/revised Questions is given in COM 5 –C 177
New question on ICTs to enable countries to adapt to climate change
COM 5 – C 204
ITU-T SG5 currently has questions covering two of the areas highlighted above from the Bali Action Plan.
The draft text in Com 5 –C 204 is offered as a draft new Question to address the third area: enhanced action on adaptation.
This will work closely with Q18/5 activity on methodology and to standardise the technologies themselves in the appropriate SGs and with new question ITU-D Q24/2.
 As the approval of questions is urgent and TSAG will meet only on February 2011, it is proposed to proceed according clause of Resolution 1
7.1.8    The opportunity for review of the Questions by TSAG prior to approval may be dispensed with only where urgent approval of the proposed Question is justified in the opinion of the Director of TSB, after consulting the chairman of TSAG and the chairman of any other study groups where overlap or liaison problems could arise.
 This solution could be appropriate for the new proposed Question on Adaptation
