2 What is access? Humanitarian access concerns humanitarian actors’ ability to reach people affected by crisis, as well as an affected population’s ability to access humanitarian assistance and services.

3 What is the role of OCHA in access?
OCHA supports the Humanitarian Coordinator in his role through coordination on options and strategies to increase access and promote compliance with humanitarian principles. OCHA also facilitates efforts to monitor access in order to identify constraints and their implications for affected populations. This data can then be used to build common approaches to resolving issues and to inform advocacy and negotiations solutions.

4 How to mitigate access constraints?
There is a spectrum of options available to negotiate access in a given area. Multiple types of access constraints in a given context mean there is no single blanket solution. Coordinated approaches are increasingly essential. No single agency can develop and implement comprehensive solutions in isolation. To establish acceptance for humanitarian action, and therefore access to affected populations, humanitarian actors must establish and maintain liaison with all relevant parties, both State and non-State.

Share lessons-learned and best practices Promote respect for humanitarian principles Liaise with OCHA offices in the field Engage collectively in negotiations with authorities and/ or armed groups

7 The AMRF online reporting system
What is the AMRF? A reporting and monitoring framework to support an evidence-based approach and to help us tailor-made our advocacy and/or negotiations with the authorities and/or parties to the conflict. OCHA developed an online incident reporting system in Dec to report the constraints you are facing in the field. 8 The Access Coordination architecture
The AMRF supports the work of the Humanitarian Access Working Group and contribute to the implementation of the HCT access strategy and workplan. DRAFT
