3 RA VI Work Plan was developed based on the RA VI-17 resolutions and decisions and was endorsed by the RA VI Management Group at its 2nd meeting, held in May This work plan provides an overview of needs and available resources with a focus on the workforce and action-oriented decisions to support the implementation of the meteorological and hydrological activities in the Region, taking due note of the following six priority areas agreed by RA VI at its 17th session: (1) The future role of NMHSs and the collaboration with the Private sector in the Global Weather Enterprise: WMO providing a platform for dialogue; (2) Improving Service Delivery-Disaster Risk Reduction: GMAS Vision; (3) Impact based services: Training and sharing information; (4) Hydrology: observations network, data exchange/WHOS regional implementation, forecasting and service delivery; (5) Arctic and High Mountain Areas: Observations, Research and Services. (6) WIGOS - Implementation and Regional Centers.

RA VI -17 Decision 9 and 10 - on the possibility of establishing in pilot mode Regional WIGOS Centers (for the Adriatic Sea region and for the East-European and Central Asian region); RA VI -17 Decision 11 - on the work of CBS SG-RFC; RA VI -17 Decision 12 – on the sub-regional radar networks: BLACKRAD & SEERAD; The Coordination mechanism(s) under the BLACKRAD & SEERAD networks are prescribed in the Annex 1 to the Decision 12; RA VI-17 Decision 13 – on the review of the candidate RBON stations; RA VI-17 Decision 14 – on a potential regional Workshop on GCOS; RA VI -17 Decision 15 – on the commitment to GCOS requirements for GSN and GUAN; RA VI -17 Decision 16 – on the GCOS Cooperation Mechanism; RA VI -17 Decision 17 – on activation of national GCOS coordinators.

8 This is the EUCOS Observing Monitoring Facility
REGIONAL WIGOS CENTRE FOR REGION VI UNDER THE EUMETNET OBSERVATIONS PROGRAMME MANAGEMENT This is the EUCOS Observing Monitoring Facility (currently located at Deutscher Wetterdienst in Offenbach am Main), operated under the EUMETNET Observations Programme Management, with the responsibility for operating an automated web-based Quality Monitoring Portal to display data quality monitoring statistics for EUMETNET members, accessible to all RA VI Members. Coordinator is the EUCOS Observing Programme Manager- Stefan Klink (Germany)

9 GOVERNANCE OF THE BLACKRAD AND SEERAD NETWORKS
Radar Data Centre for BLACKRAD (host to be selected with the support of TT WIGOS) Radar Data Centre for SEERAD The RDC(s) would be hosted and operated by volunteer Member(s) having sufficient capability to perform the required tasks and functions to be defined according to their Terms of Reference, and could also optionally be a component of future Regional WIGOS Centre(s).

13 Terms of Reference Implementation & further development of the Regional WIGOS Implementation Plan; The integration of WIGOS regional network components; The contribution to WIGOS regulatory material; The development of the regional WIGOS Data Quality Monitoring System; The support and assistance in using the OSCAR; The assistance in establishing and operation of Regional WIGOS Centers; The coordination of capacity development activities in the Region; The evolution of their regional networks according to the implementation plan for the evolution of global observing systems; and Report to the RA VI MG and the WMO Secretariat on the progress.

15 Terms of Reference Take the overall responsibility to determine the consolidated requirements for AMDAR data under the IATA-WMO Collaboration on AMDAR that are targeted for implementation & operation by January 2020. In collaboration with Regional members & the CBS ET-ABO, develop a regional implementation plan for aircraft-based observations and AMDAR as a component of the Regional WIGOS Implementation Plan. Collaborate with regional airlines and national civil aviation authorities on the establishment of programs to deliver aircraft-based observations on the WMO GTS. Assist designated regional centres in the process of developing & maintaining data processing & quality monitoring systems for ABO. Undertake and assist in technical training, workshops, promotion & outreach on ABO, targeting both regional Members & the Aviation Transport Industry. Consult with data users & applications areas to determine and promote regional requirements for ABO. Coordinate activities & oversight the operation of the Region VI AMDAR Programme under the IATA-WMO Collaboration on AMDAR. In particular, consolidate and maintain annually regional requirements for AMDAR data provision & regional developmental and operational plans for the Region VI AMDAR Programme, to be resourced by Regional Association’s Members. Report to the RA VI MG and the WMO Secretariat on the progress.
