At the start of every Presidential administration, the NEDA is tasked by the newly elected President to craft the Philippine Development Plan. This instruction is cascaded to the NEDA regional offices to lead the formulation of the blueprint for socio-economic development in the region. And so, pursuant to Executive Order No. 5 issued by President Rodrigo Duterte, and in compliance to Memorandum Circular No. 12, the NEDA spearheaded and coordinated the preparation of the Philippine Development Plan (PDP) and the Regional Development Plans (RDPs). The Philippine Development Plan (PDP) and the Regional Development Plans (RDPs) covering the period are the first of four medium-term development plans to be crafted and implemented to achieve the Ambisyon Natin 2040. The RDP of Western Visayas for was formulated from various consultations, dialogues and enhancement meetings with various public and private stakeholders. The plan formulation process started with the assessment of the RDP, to determine whether there were still issues and concerns that needed to be addressed by the successor plan. Challenges were identified, taking into account the factors that constrained the accomplishment of some targets of the previous Plan and possible scenarios over the Plan period that will likely affect the achievement of the development goals and objectives of the region’s major sectors. After the assessment, the Regional Strategic Framework, which took into consideration the Visayas Strategic Development Framework along concentration, connectivity and vulnerability, was drafted. The RDP chapters mirror the PDP chapters for easy tracking of Western Visayas’ contribution in realizing the country’s goals and targets. Each chapter analyses the situation and challenges of the sector and is followed by a discussion of the sector development framework which also graphically presents how the goals will be achieved in the coming years. Then, the sector targets are presented, the strategies are listed in detail, policy/legislative agenda are discussed. The Plan implementation, monitoring and reporting mechanisms are laid out in the final chapter.

4 GUIDING PRINCIPLES As the roadmap for the socio-economic development of Western Visayas in the medium-term, the RDP lays down the foundation for a more inclusive growth, a high trust society, and a globally competitive economy with emphasis on “matatag, maginhawa, at panatag na buhay para sa lahat.” It takes into consideration the 0 to 10 socio-economic agenda of the President, the 2030 Sustainable Development Goals, and tackles region-specific issues and problems in the economic, social, infrastructure, macro and development administration concerns, as well as, concerns along gender and development, migration and development, and disaster risk reduction and climate change adaptation. PDP anchored on the Duterte administration’s 0 to 10 point Socio-Economic Agenda and geared towards AmBisyon Natin 2040 and SDG 2030

5 What has been done so far:
NEDA with Regional Directors discuss national and regional issues in relation to the SDGs Agreements with Philippine Statistics Authority on core indicators to maintain and be institutionalized Budget department supports expenditures related to SDG implementation at the national and regional levels Consultation with regional agencies and local government units in mainstreaming SDGs in the regional and local development plans Align core indicators with Results Matrix that will monitor the progress of regional and local plans Capability-building efforts for strategic partners

6 LGU GALVANIZING PARTNERSHIPS NGOs/CSOs ODA Academe RLAs Business
The LGUs will play a pivotal role in pursuing our goals in the coming years. That is why, we at NEDA Region VI, as secretariat of the RDC, will assist the LGUs in galvanizing their partnerships not only with NGOs, but also with the academe (thru state/private universities and colleges), regional line agencies, the business sector, and also, our bilateral and multi-lateral partners. The combined efforts and collaboration among LGUs and their partners will hasten the realization of the region’s development agenda and, hopefully, will strengthen and elevate the performance of existing institutions.
