Sometimes, if there is a prepositional phrase, the relative clause connects with the person or thing before the prepositional phrase.

9. Relative Clauses (Subject)
In a subject relative clause,
we don’t use a personal subject pronoun after which, who, or that.
I like people who they are friendly.
I like people who are friendly.
