Section 1 – Congress is made up of the House of Representatives and the Senate (Due to the Great Compromise) Section 2 – Every state can have at least one member of the House, and the House is decided upon population of each state. (Virginia Plan) Requirements to be a member: 25 years old, citizen for 7 years, and “living” in that state

6 Super Duper Sections 3 - 4 Section 3 - Every state has two senators (New Jersey Plan) Requirements to be a Senate member: 30 years old, citizen for 9 years, and “living” in that state. Vice President is the “President” of the Senate The Senate has the power of Impeachment: put officials on trial and remove them if needed. Section 4 – Congress shall assemble at least once a year.

Section 5 – Congress will make rules to govern themselves. Section 6 – States that members of Congress will be paid by the United States government rather than by their state governments Section 7 – Tax laws must begin in the House or Representatives Spells out how a bill becomes a law.

Section 8 – These are the powers of Congress 1. Collect taxes 2. Borrow money 3. Coin money 4. Declare war 5. Make post office Section 9 – Powers denied to Congress 1. No Bill of Attainder – no punishment without a trial. 2. No Ex Post Facto Law – no punishments on crimes prior those acts becoming law. 3. **No Habeas Corpus suspension** - must have reasons for detention, unless in cases of rebellion or invasion. Section Limits on the state governments
