2 Mobile applications to decrease mortality in IDeA states are being site tested in Arkansas.
Here we describe two applications for use in at risk rural counties, the first is a training application for enhancing rural emergency medical services (EMS) care and the second is an application designed to improve patient outcomes in rural areas during medical emergencies. Part 1. WeTrain911. A Mobile App for Dispatcher Operator Training: In rural states there are shortages of medically trained public safety answering point (PSAP) 911 answering stations. Dispatchers in these rural states risk leaving out vital Medical Priority Dispatch System (MPDS) determinants on patient stability and location to emergency medical systems (EMS) paramedics. We developed a smart phone medical education application for PSAP operators in underserved rural areas with a high deficiency of medical training. Only five counties have medically trained dispatchers and use MPDS codes. This presentation details the method of dispatched caller information provided by 911 operators in counties without medical training. We examined the method used to deliver information to local EMS and the EMS response time in eight rural test counties. All 911 calls over six consecutive months in 2016, were examined for method of dispatched information, EMS response time and by the type of medical emergency. Part 2. 1-click. A short-key Mobile App for one-touch can send medical response requests for trauma, MI or stroke. Voice activation is not required and thus helps patients that are incoherent. The application saves time, increases information relay speed and routes faster response of EMS to a cellular phone location. This app is being targeted to rural minority populations to improve healthcare and outcomes.
