Proposal raised as an Alternate following engagement with the Joint Office
437A seeks to introduce an alternative solution, addressing the same issue as 473
Both proposals could not be approved, it’s either one or neither
473A introduces a new independent expert to assess the quantity of Unidentified Gas associated with the new settlement arrangements introduced by Project Nexus, based upon actual evidence/data
Following assessment of the evidence, the expert will make a determination as to whether any further intervention, over and above the ‘Allocation Scaling Adjustment’, introduced by Mod 0432, is required
A robust and transparent consultation and approval process will be progressed by the expert (if intervention is deemed to be required) and undertaken annually based upon new evidence/data as it becomes available
Any determination by the expert will ensure that no sector/product class/AQ banding is unfairly advantaged or disadvantaged by allocation arrangements
The overall aim is to reduce Unidentified Gas and an evidence based assessment as to the correct allocation, is critical to ensure that all industry participants should be equally incentivised to this end
